Pryor is portraying a passerby engrossed in his cell phone... so he's playing with his phone all the time!
It's hard to say if he is a skilled actor or simply being lazy.

Noren: Now that I think about it, maybe he's onto something. As an NPC, you're just supposed to be a quiet part of the background, not trying to steal the hero's spotlight. That's what makes the best NPC!
