Barilin and Johan seem to be nervously discussing something... Ask them what's going on.

Lazuli: *sigh*... I asked for it.
(Listen to Lazuli near the Public Security Office, optional)
Lazuli: What a pain...
Lazuli: Why did I say something like that to begin with...?
(Idle)
Johan: Did I... Did I say something wrong?
Barilin: I don't think so?
(Talk to Johan and Barilin)
Barilin: Ahhh... I just put my foot in my mouth, didn't I?
Icon Dialogue Commission What happened?
Barilin: I was just chatting with Johan and Lazuli, and we were both complimenting Lazuli about her collections from the Ballet Twins — but somehow we just ended up pushing her buttons.
Barilin: So now Lazuli walks around with this cross look and refuses to talk to us. *sigh* It'd be great if someone could ask her why she's so pissed.

Johan: Yeah, we oughta figure it out and smooth things over with her...

Lazuli seems to be experiencing problems with her friend. Talk to her to find out what happened.

Lazuli: *tsk* This is going to be a big trouble.
Lazuli: Ha... to be honest, I was being stupid lying to everyone...

Lazuli: *sigh* Barilin and Johan sent you, right?
Lazuli: I'm not even that angry. It's just that something happened days ago, and I'm now too embarrassed to face them.

Lazuli: My friends all love the urban legends about the Ballet Twins, and are always going on about trophies they've collected from inside them. Some are even rare black market items that fetch top dollar.
Lazuli: I just wanted to knock them down a peg, so I went out and bought this imitation antique book about the Ballet Twins from this dealer called Mr. All-Knowing. It looked exactly the same as the real thing!
Lazuli: Then I made up this story and tricked them into thinking it was the real deal from the Ballet Twins — and that there was a secret treasure map inside leading to a vault inside the towers.
Lazuli: Those morons actually bought it that this old book was some priceless treasure. They even started to think it's related to my family, thinking I might be connected to the old owners of the towers or something... *sigh* Truly a bunch of morons.
Icon Dialogue Talk You must have been pleased with yourself.
Icon Dialogue Talk It felt pretty good to be popular, didn't it?
Lazuli: D—Don't be like that... I wasn't lying just to show off. I only wanted to make those pesky dweebs shut up for once, that's all.
Lazuli: But who would have thought that those idiots just couldn't stop blabbing on about it! The lie grew bigger and got out of control... Before I knew it, I had this bunch of crooks onto me!
Lazuli: It was midnight, and this phone call came out of the blue demanding that I wrap the book up in a black plastic bag and toss it into this corner for them.
Icon Dialogue Talk And did you do it?
Lazuli: I had to... They knew my home address, and they said they'd make me pay if I told PubSec.
Icon Dialogue Talk Please tell me you called Public Security...
Lazuli: I was too scared! They knew my home address, and they said they'd make me pay if I told PubSec.
Lazuli: I gave the book to them, but sooner or later they're going to realize that it's not really an antique — just a replica.
Lazuli: They'll probably think I'm deliberately faking everything to try to hustle them. If that happens, I won't be able to explain things to them.
Lazuli: Ha, looks like I'm the real fool here. This is all payback for that lie I told...
