Ahangar

Ahangar is an open-world NPC that can be found in Sumeru City, Avidya Forest, Dharma Forest, Sumeru. He is the main seller for Shamshir's Smithy, indicated by the 
icon on the map. He sells 2-Star Weapons and can forge certain 4-Star Weapons and weapon enhancement materials.
Following a certain dialogue branch for the first time gives the player four Mystic Enhancement Ores.
