Taraneh is an open-world NPC located in Port Ormos, Sumeru.
Following a certain dialogue branch for the first time gives the player three Teachings of Praxis.

Taraneh was born to an unnamed mercenary of the Blazing Beasts and raised in the mercenary group. At one point, her father was gravely injured while protecting Uncle Scimitar; while he survived, his long recuperation period led him to retire from mercenary life to enter the goods transport business at Port Ormos.[2] Taraneh followed him there, where she now works as a street performer.
Taraneh still maintains her connections with the Blazing Beasts, which was how she and Nilou went to the "People of the Springs" during the Event Dance Dance Dynamic Disco.[2]
