Tozan is a quest-exclusive NPC that appears in the World Quest The Case of the Crafting Bench.

Profile

Tozan is the twin brother of Tlalepa. As a member of the Locusts, he participated in a scheme involving the installation of a fake Crafting Bench at the Stadium of the Sacred Flame. The bench was suspected to produce faulty potions that prevented their rivals from succeeding at the tournament to determine which faction would be in charge of Stadium logistics and facilities. The twins used their identical appearance to fabricate alibis for one another, but were discovered by the Traveler and locked in cages to await further investigation.
