Wecksell is an open-world NPC located in Frostmoon Enclave, Hiisi Island, Nod-Krai.

Following a certain dialogue branch for the first time gives the player five Portable Bearing.

Wecksell: When I arrived, I realized that my woodworking skills would come in handy, so that's what I've taken to do — doing some repair work to return said favor.
