Cruising Tribunal (Dominance Environment)

Hitting Cruising Tribunal increases the Justice value. Being hit by Cruising Tribunal's ranged attack decreases the Justice value. When the Justice value is on the right, Cruising Tribunal takes more DMG. When the Justice value is on the left, Cruising Tribunal deals more DMG. If no DMG has been dealt or taken for a while, the Justice value will return to the middle.
[Strategy] Focus on attacking Cruising Tribunal and watch out for ranged skills.
Cruising Tribunal can enter cruising mode and fly away from the field, which will send existing Cruising Judges into a frenzy, and summon Justice Cores if all enemies are defeated. After exiting cruising mode, it will fly back to the field, and deal AoE DMG to its landing point while unlocking Laser Overload and Justice Blink.
[Strategy] Kill Cruising Judges first.
Summons Cruising Judges to the field, who will then create Justice Cores. While Justice Cores are charging, they are protected by shields that are highly Elemental resistant. The presence of these cores will continuously lower Justice value. Break them to stop them from charging, instantly max out Justice value, and force Cruising Tribunal to exit cruising mode. Once Justice Cores are fully charged, they will release three powerful blasts, then Cruising Tribunal will exit cruising mode.
[Strategy] Quickly break the Justice Cores to prevent blasts.
Cruising Tribunal launches a great number of homing missiles.
Cruising Tribunal aims at targets in a line, fires a laser, and leaves a damaging area behind.
Cruising Tribunal fires a beacon and summons Enforcers to encircle it. Enforcers self-destruct when Cruising Tribunal nears them. Enforcers that explode near Cruising Tribunal can damage its shield in defense mode.
When Cruising Tribunal is near-death, it will enter defense mode and prepare to flee. This gives it a shield that negates DMG. Enforcers'Enforcers' explosion can damage its shield in defense mode. Break its shield to end its defense mode and destroy it completely.
[Strategy] After Enforcers land, attract Enforcers to Cruising Tribunal to end its defense mode early.
After Cruising Tribunal exits cruising mode, 2 Cruising Judges will be air-dropped to reinforce it periodically. Defeat all reinforcing Cruising Judges to pause reinforcement for 5s.
Cruising Tribunal will blink toward their target and perform a melee attack.
The majority of attacks will include shockwaves that seek out enemies.

Dashes towards the enemy and smashes its fist to the ground, dealing AOE damage.

After strongly attracting nearby enemies, releases an AOE attack around itself.
[Strategy] Use mobility skills to get out of the AOE.
Enters battle by falling from the sky, dealing damage to all nearby enemies.
