Recently, a number of mass-produced robots have been running amok telling bad jokes, plunging Astropolis into an icy silence, and severely dampening the city's vibe. In response, a new set of regulations specifically targeting mass-produced robots has been established, primarily covering the application process for temporary bad joke licenses, all in the name of fostering a healthy entertainment scene in Astropolis.

(I): Prerequisites
1. Age Requirement: Applicants must have been operational for at least three years and active in Astropolis for at least one year, ensuring sufficient life experience to deliver top-tier lame jokes ①.
2. Qualification Requirement: Applicants must be expert in various categories of bad jokes, including narrative, call-and-response, and questions, or demonstrate exceptional proficiency in at least one specific category ②.
3. Hardware Requirement: Applicants must have installed an emotional module no lower than JOKE-5070Ti with the latest drivers updated.

Note:
① Certain robots may have their requirements lowered at the discretion of supervisor Kvalder: The minimum age requirement can be reduced to no less than three minutes post-manufacture, with at least one minute of activity recorded in Astropolis.
② "Proficiency in at least one specific category" refers to having told a joke that made the supervisor laugh.

(II): Application Materials
1. Basic Materials: Includes copies of the factory quality certificate, machine identification code information, work history records, etc.
2. Special Materials: Documentation related to bad jokes may also be submitted, such as proof of awards from bad joke competitions or employment records from refrigeration facilities, etc ③.
3. Other Materials: A photo taken with the person-in-charge, Kvalder, may be submitted as valid support material ④.

③ The connection between a refrigerator and a bad joke is that a refrigerator makes you feel physically cold, while a bad joke makes you feel socially "cold."
④ Limited to photos of two people only. Group photos with more than two people do not qualify. Mr. Kvalder won't be fooled again.

(III): Assessment and Approval
1. Examination: The Bad Joke Proficiency Test is a mandatory step in the application process. The exam covers the historical evolution of bad jokes, their cultural significance, and live Q&A sessions ⑤.
2. Review: The designated person in charge will evaluate the applicant's conduct to confirm that the applicant has not told any offensive jokes, dark humor taken to the extreme, or crude jokes ⑥ in recent days.
3. Approval: Once all criteria are met, the license will be mailed to the applicant within 15 business days.

⑥ To ensure a fair review process, bribing the person in charge in any form is strictly prohibited. Applicants should NOT send bribery funds to Mr. Kvalder at 221 Astral Avenue, Astropolis.

(IV): License Validity
1. Validity Period: The license is valid for 3 months. A new application must be submitted upon expiration.
2. Scope of Validity: The license is only valid within Astropolis.
3. Personal Use: The license is for the sole use of the applicant.
