Mr. McCoy is an NPC on Penacony located in Dewlight Pavilion.

Mr. McCoy is the Acting Executor of Dewlight Pavilion. His job is to handle affairs when the Oak Family Head is absent.
History
Mr. McCoy had an older sister Jennifer and a younger brother John. Jennifer was a gifted dancer who managed to join up with the Iris Family without needing to try very hard. John's journey wasn't so smooth but he still ended up becoming one of the Bloodhounds. Back then, Mr. McCoy was just a lowly hotel butler who'd never set foot in Dewlight Pavilion.[1]
One day, the Oak Family Head came and approached Mr. McCoy with no notice or warning. The family head asked Mr. McCoy to "wipe away their very existences" of Jennifer and John because they were "traitors to The Family" who had been trying to sell off Family "information" to the IPC. That order didn't even come from the Oak Family Head but rather from their overlord, the Dreammaster. Mr. McCoy had no other choice and used "The Family Way" to wipe out the very existence of John and Jennifer from the dreamscape once and for all, without a trace. His loyalty ended up paying off though. The family head brought him to Dewlight Pavilion and everyone who heard about his "deeds" was in awe of what he'd done. But not long after, he became plagued by haunting nightmares that tortured him. To rid himself of those harrowing shadows, he handed over control of his memories and chose to forget everything.[1]
Mr. McCoy have used every method at his disposal to climb up The Family's scales, even using his own siblings as footholds on his path to ascension. His ambition is to join the ranks of the five Family heads.[2]
The Trailblazer fixed Mr. McCoy's lost memories with Clockwork, and offered temporary solace to Jennifer and John after releasing the animosity lingering in Memory Zone Memes.[1]

- He cut himself off mid-sentence, slightly lowering his chin so that the light reflecting off his glasses marks his eyes.
- Mr. McCoy: ...Ah, I see. In that case, I'll give tacit consent for anything you want to do here in Dewlight Pavilion, so long as it's nothing out of the ordinary.

- Mr. McCoy: Really? There's a slight... discrepancy between that statement and what I've been told. It's no matter, though.
- Mr. McCoy: Allow me to introduce myself: I'm McCoy, and I'm responsible for this pavilion while the family head is away.
So, how high up the totem pole are you?
- Mr. McCoy: My word... Who knew Trailblazers hoping to unite the entire cosmos could be so uncouth? To answer your question: I'm McCoy, and I'm responsible for this pavilion while the family head is away.
- Mr. McCoy: Based on the Dreaming Regulations, Dreamchasers who trespass the Moment of Morning Dew shall be instantly expelled from the Dreamscapes and banned for life from ever staying at The Reverie Hotel. This time, I've elected to make a special exception for you.
- Mr. McCoy: After all, you have hitherto contributed much toward The Family's investigation.
How did you know?- Mr. McCoy: Ah... I assumed this was common knowledge with all the information the Astral Express possesses.
- Mr. McCoy: To keep things brief: When a member of The Family strays far enough away from the path of Harmony... they gain the power of tacit understanding, allowing information to be exchanged without the need for face-to-face communication.
- Mr. McCoy: So, I know all that you have been through. Perhaps not all of the details, but... enough for me to arrive at my own conclusions.
- Mr. McCoy: However, I still advised you all while in the Dreamscape to abide by the laws as set out by The Family. As for the reason why, I've just demonstrated my explanation: The Family is always watching you.

- Mr. McCoy: I should hope so — it was built for the five major family heads to collectively discuss any matter critical to Penacony. The scene in Golden Hour isn't all there is to the Dreamscapes. I'm sure you get what I mean.
- Mr. McCoy: Each and every event put on to please our guests is painstakingly prepared and arranged. That's why this "deserted" pavilion is actually the springboard for all the mesmerizing dreams here.

- Mr. McCoy: This isn't The Reverie Hotel, and I'm no front-of-house receptionist.
- Mr. McCoy: My job is to handle affairs when the family head is absent... I'm not required to keep a smile handy for every occasion or emergent situation — least of all for unexpected guests.
