TOPS specifically pulled executors from H.S.O., and that's why they're short-staffed...; Clover: But the main reason is probably that the top brass haven't decided to wipe out Nineveh once and for all yet.; Enrico: Tsk, ends up we're just pawns to be sacrificed.

Even a rookie like Benji is being sent on a mission to investigate Hollow Zero.; Enrico: And now we're back to recruiting "independent investigators" who haven't been strictly vetted... Isn't this just a kind of "cheap labor"?; Clover: We're not the only ones doing this. Even the Defense Force and HSO are recruiting from civilians on a larger scale.; Clover: If we can get what we need out of our investigation of Hollow Zero, bending the rules here and there will be a small price to pay.
