Elusive Researcher is an NPC who appears in Lost Void at the start of every run.
Profile
When a player starts Lost Void, they have the choice of talking to the Elusive Researcher, who provides them a choice between three Shackles that, if their criteria are met, will grant the player a Tactical Prism Resonium upgrade.
