Horatio is an experienced member of Airspace Patrol and a superior to both Freddy and Boudica.
Horatio appears talking to Maple Syrup periodically after the player has seen the Bangboo's interactions with Swain, Freddy and Boudica.
History
When Horatio was a younger member of Airspace Patrol, he served alongside Maple Syrup. According to the Bangboo, on atleast one occasion Horatio passed out during an operation in Scamall Hollow due to having not eaten for two days, and needed to be carried out by his team. Eventually Maple Syrup would leave Airspace Patrol, but Horatio would remain, becoming a more senior member over time.
Horatio assigned the rookie member Boudica to be tutored under Freddy, and after their shared run in with Maple Syrup at Boom Scones, he went to check in on his old friend, the two speaking fondly of days gone by. Maple Syrup made him take bread with him, still remembering that incident from years back.

- Horatio: Oh, her. She's still new around here and gets nervous at the slightest sign of trouble. I recall putting her under Freddy's guidance. I'll go see what's really happening later.
- Maple Syrup: Wuh-ne, wuh-ne wuh-ne-ne wuh-ne. (No need. Things are pretty good this way. Because of the involvement, I've made huge strides in creating new bread recipes.)
- Horatio: Heh, you really have changed a little, old friend. Back then, you wouldn't have been nearly this forgiving toward a rookie. Alright, it's getting late. I should get going.
