The HSO Public Relations Officer can be found in the Section 6 Office, standing right outside the entryway to the main office room. Talking to her starts a dialogue between her, Phaethon and Hoshimi Miyabi which grants the achievement upon completion. After this, she disappears, and all of Hollow Special Operations Section 6 appear in the room.
