Lucky Ticket is a set from the Lost Items From the Old Capital's section of Ray's Research Log. Collecting the whole set unlocks a hidden commission of the same name, which awards the hidden achievement Lucky? Or Unlucky? after completion.

Sir, this is the ninth case of a Hollow Zero Investigator's identity being forged this week... Remind everyone, when similar cases crop up, it's okay to turn a blind eye. There's no need to report such cases to me in the future. Is it really okay to let so many unofficial Investigators in, especially when they look like Hollow Raiders? What's the issue? It doesn't matter who they are, so long as we get some valuable information out of it. (Disdainful laugh) Besides, those Hollow Raiders went in on their own, they've saved us loads on protective gear and supplies. But the fatality rate...
