Steps

Find Soldier 11 and the cat
Go to the convenience store and grab some cat snacks
Buy some canned cat food from the convenience store
Go and give Inky some canned cat food late at night

Progressing through this commission unlocks Seafish Canned Cat Food in the 141 Convenience Store.

Soldier 11 appears near the trash can in the alley behind Godfinger, and looks as though she's feeding the little black cat from before... Quickly grab her for a chat.

Soldier 11: I always seem to run into this black cat whenever I come to Sixth Street...
