Consigliere is a Tent Tortoise and an open-world NPC located in Court of Fontaine: Fleuve Cendre, Fontaine.

Consigliere was once a friend and confidant of Callas, and now offers the same quiet counsel to Navia. At some point, Charlotte published a photo of the Tent Tortoise, causing many others to come speak to it as well.[1]
Appearance
Unlike a regular Tent Tortoise, the center of Consigliere's carapace is brown (not green), its tail tip is brown (not yellow), and the front of its shell and eye ridges are yellow (not orange). It also has paler skin and larger pupils, and its body is covered in scars. It bears matching tattoos of the Spina's emblem on its front legs, and three gold rings on its tail.

- That's right, you can't talk...
- But are you really an ordinary, run-of-the-mill Tent Tortoise?
- Hah. What am I doing, expecting a reply like this...
- Ah, but then again, there can be no disappointment without expectations, right?
- Thank you. This is, indeed, a truth to be held self-evident.
- Why are you here?
- Do you not know, either?
- Just like how I don't know why I'm here either?
- ...Perhaps I should leave now, yes?
- You won't even so much as call out to me.
- Does your silence indicate displeasure?
- Is it too much to ask to expect you to make some noise?
- Alright then. In that case, I humbly beg your forgiveness.
