Kobayashi is an open-world NPC located in Ritou, Inazuma. He guards the road between Ritou and Konda Village.

Appearance
Kobayashi wears a standard uniform modeled from the ashigaru (Japanese: 足軽) of feudal Japan. He wears a purple-gray shitagi, lavender kobakama, white socks, and waraji sandals. His eggplant-colored armor with pale gold accents consists of dou (breastplate) with the Inazuma Shogunate's crest, kote (armored sleeves), haidate (thigh guards), and sune-ate (greaves). He is also wearing a jingasa (Japanese: 陣笠) with the crest of the Inazuma Shogunate. He is equipped with a juumonji yari (cross-shaped spear), whose shaft is lavender colored, and contains the Shogunate crest under the spearhead.

- Kobayashi: I'm referring to the Travel Permit. It is a document issued by the Tenryou Commission or the Kanjou Commission that allows you to travel freely within Inazuma.
- Kobayashi: ...You don't actually have one, do you?
- Kobayashi: If you don't have one, just stay in Ritou.
- Travel Permit... do you mean this? (Available after obtaining the Travel Permit during Chisato's Letter)
- Kobayashi: Let me see... Yeah, that's the one. You are good then. You may pass here.
