Steps

  1. Go to the "Tail"
  2. Read the stone tablet at the "Tail"
  3. Break the "Tail" Seal
  4. Defeat the Fatui ambushers
  5. Obtain the Spirit Pearl

You must first break the five seals on Watatsumi Island if you wish to enter Enkanomiya.
(On approaching the "Tail")
Paimon: This must be Goshou Rock's "Tail"!

(On examining the tablet nearby)
Ancient Stone Tablet: "This holy hall contains a divine blessing. Tread lightly and walk slowly, following the lights. Run not, rush never, make no hue or cry, and approach with piety in one's heart for our great Omikami's grace."
