Penny Krueger

Penny Krueger is an event-exclusive NPC who first appeared during the Joint Investigation: The Divine Maze Event. She was the main antagonist of the event, using data about The Creator as bait to lure powerful individuals into Papago Hollow.

Profile

Penny is a goat Thiren who is disillusioned with the world, believing that the apocalypse is utterly inevitable and that only The Creator can provide salvation and safety along with immortality. She has a great distaste for The Exaltists, believing that they take from The Creator without ever giving back, and that the best method of aiding Them is to instead give power back to Them by whatever means necessary.

History

Penny worked as a researcher for the White Star Institute, and eventually grew disillusioned with the world and New Eridu, coming to believe that the apocalypse was drawing near, but she was unable to convince anyone to take her seriously. Under the tutelage of Yeshde'ah, she eventually came to see The Creator as the ultimate salvation for humanity, and began working to grant Them power. She stole data held by H.A.N.D. about The Creator and took it into the Papago Hollow.^[1] Her plan was to serve as bait: the data would draw powerful individuals into the Hollow, and as soon as they entered, the Hollow would extract power from them to feed back to the Creator.

H.A.N.D. began a joint investigation to track Penny and the data she stole down, with the memories of Tsukishiro Yanagi, Burnice White, and Zhao getting used to create a sort of simulated environment within Papago that would then be experienced by all others who entered. Despite this, H.A.N.D., with the help of Phaethon, was able to find where the stolen energy was flowing to, and after defeating a simulated copy of Geppetto, which had been created from Penny's own siphoned power, they arrested her. After an interrogation from H.A.N.D. (which only further proved her utter devotion to the new world the Creator could bring) she was handed over to Public Security.^[2]
