One who wishes to lead the Transportation Bureau and maintain law and order within Snezhnaya must heed the admonitions of centuries past,
And lend one's ear to the tale of the leader who ultimately forsook emotion and kindness, pointing a bow at those they once called friends.
It was a contest between order and chaos, a battle between defense and destruction, and after that, a showdown between old friends.
In those days, the young human was not the head of the Transport Bureau, and the pale fae served not yet at the Burner of Cities' side.
Both lamented the world's injustice and mourned its futile struggles, and because they shared ideals and evenly matched strength,
They found kindred spirits in each other — an enviable thing in a time when humans and fae could not see eye to eye in the least.

Thus, the two diverged over the moral path this land should take. Human and fae, in the end, should struggle to share the same ideals.
And though they had parted ways with no desire to meet again, the justice of order cannot by its nature coexist with the brutality of destruction.
The clash, therefore, was a foregone conclusion. The human led the Chicota, becoming the guardian of law and order, standing guard amidst snow and frost,
While the fae became "the wise one," using the name of old royalty to incite the masses who longed for destruction, all in the name of rebirth.

This went on till white dew had condensed into frost, and that frost had turned into dew, the metal bells ringing thrice, then thrice again.
As the train passed the white birches, and both sharp sword and bright pearl fell, the long and drawn-out conflict would finally come to an end.
The fae fled, covered by brigands, but could not deceive the chief of the Chicota.
The bow was raised, the arrow nocked, and he locked onto his target without pause, until the fae, as if realizing something, turned and looked upon him.
The human could not help but ask himself: When had this ever-beating heart grown as frigid as the frost and snow?
But he could still see the guiding one's fall as if it were still before his eyes. He knew all too well how dangerous his friend of old was.
The words that had come along with the bow rang in his ears still: "This bow is not given unto Eprokin, but rather to the guardian of order."
One ought to harbor sorrow and compassion as a person, but the leader of the Chicota must judge in accordance with the law that governs all living beings.

Many humans in years past would dedicate their lives to the moving trains, consigning themselves to the endless blizzards.
And the promise he made when he received the bow and arrows became the oath that generation after generation of Chicota heads would swear upon taking the seat.
