Teahouse Commission is a Hearsay Commission in Booastrum District. It unlocks after collecting Pixel Fairy Tale pages 3, 5, and 9.
Pre-Commission Dialogue
After unlocking the Interboo system, hints will appear on-screen when the player is near a puzzle containing a Torn Picture Book Page. These hints do not appear when opening the commission schedule, but they appear on the map with the icon and display a description when selected. The pages can be collected in any order. Kabka's dialogue changes in each location depending on whether the player has already met him or not.
