Lugovskoy (Russian: Луговской Lugovskoy) is an open-world NPC located in Morepesok, Everfrozen Earth, Snezhnaya.

Lugovskoy is a retired hunter with a non-aggressive Polyarbear companion. He raised it ever since it was a cub, having unintentionally killed its mother while hunting. According to Morepesok tradition, those who kill a Polyarbear's mother are obligated to take the surviving cub as their own so that when he becomes too old to fend for himself, it will kill and consume him in turn.
Before Tartaglia joined the Fatui, Lugovskoy would take him bear hunting. The two appear to be rather close; when Tartaglia speaks to Lugovskoy, the latter ribs him by saying that he is "squeezing every last brain cell he was born with on the Tsaritsa's business."
