How to Obtain
It is purchasable from the Realm Depot for 
Realm Currency ×90. This requires reaching Trust Rank 8.
It can also be obtained as rewards from select Events such as Lunar Realm, Spectral Secrets, The Great Banquet of the Adepti, etc.
