Zmei

Zmei is an open-world NPC located in Snezhnograd, Everfrozen Earth, Snezhnaya. He appears in the open world after completing the World Quest Disputes Without Honor and Humanity in Series Mean Streets of the Despicable.

Zmei is the leader of the Luchkin gang and the current Speaker of the Fae Gang Federation's High Table. He was one of the adoptive children of Izmaylov, having grown up alongside Vasiliy, Iryna, and Lyubov.

How've you been?

Zmei: Everything's been going well. We held a funeral for Vasiliy, and we're now looking for a new leader for Izmaylov.

Zmei: We all agree that he made mistakes, but Izmaylov itself bears no blame.

Zmei: The name deserves to be carried on into the future.

What's happening with the High Table?

Zmei: Nothing. I'm drafting my first proposal. I want to help ease the tensions.

Zmei: I need to find a way to reassure those who remain in Izmaylov, while not turning against us the people who suffered because of them during the conflict...

Zmei: I can't afford to drive either side any further apart. Too many people have already bled in this conflict.
