Flaming Flower Stamen is a Material found all over Teyvat.
How to Obtain
Flaming Flower Stamens grow as Flaming Flowers, which are commonly found near grassy areas. Using a Hydro or Cryo attack on Flaming Flowers will extinguish them to become harvestable. While raining, Flaming Flowers are not extinguished by default. However, it is possible to cause a Hydro Swirl reaction on them under rain to extinguish them.
