At the beginning of life, the weight of Existence was placed upon the scales, and the burgeoning of life energy instantly tilted the balance of the universe. But the patience of Equilibrium is unfathomable — given enough time, Existence and Nothingness are destined to attain perfect balance once more, and the balance of universal precepts must be respected.

The Arbitrators admired HooH's ideas, praising THEIR eternal focus and patience. But universal laws have no control over time and space, and mortals can only pursue the beauty of Equilibrium in a secular world by the elimination of radical extremes: beauty and ugliness, joy and sorrow, good and evil, love and hatred — countless opposing concepts were created and interpreted to satisfy the Arbitrators' obsession with a zero-sum universe.

But the rules of mortals are always riddled with flaws. Out of desperation, the Arbitrators were constantly forced over the inexorable passage of time to patch up past fallacies and mistakes, forever shifting the hopes of Equilibrium onto the next "patch." HooH watches on in silence, knowing that the restoration of order could never be shaken in the slightest by such vulgar mortal drama.

Overview

The Arbitrators are a faction that serves the Aeon HooH, carrying out THEIR vision of Equilibrium. Across countless worlds, they are revered as gods, though their true purpose is to preserve a zero-sum universe.^[1] HooH and THEIR Emanators influence the cosmos from the shadows, subtly guiding events toward an ideal state of balance.^[2]

Arbitrators describe themselves as the embodiment of duality and rarely reveal themselves to mortals. They perceive all things as interconnected, intervening in the unseen links that bind the universe together to restore Equilibrium. The most common class of Arbitrators, known as Knot-Tiers.^[3]

Believing that existence is defined by opposing forces, the Arbitrators seek to eliminate extremes by balancing concepts such as beauty and ugliness, joy and sorrow, good and evil, and love and hatred. Every action they take is intended to restore the cosmic scales. However, their interventions often create new imbalances, trapping them in an endless cycle of correcting the unintended consequences of their own judgments. While the Arbitrators tirelessly pursue perfect Equilibrium through direct action, HooH remains a silent observer, knowing that the universe will inevitably restore balance on its own with the passage of time.^[4]
