Quest DescriptionSummer is here, and, following a suggestion from Paimon, you head to Yilong Wharf to sample some refreshing green tea. On your way, you unexpectedly run into Yelan, who appears to be right in the middle of something...
- (Upon obtaining quest)
- Paimon: Phew, it's heating up out here. It's so draining, like being trapped in a sauna...
- Paimon: Isn't green tea meant to be good for chasing away the heat? Paimon thinks she heard that somewhere... Why don't we head to Yilong Wharf and give it a try?
- (Approach Yelan at Yilong Wharf)
- Paimon: Wait, the person drinking tea over there... Isn't that Yelan?
- Paimon: Ooh, looks like she's having some kind of tea party with friends! We're just in time!
(Wait, something's not right...)- (There are eyes on this place, and not the friendly kind, either...)
- Paimon: Uh, aren't we gonna go say hi?
- Yelan: Well, Officer Edler, after all that work, I think we've got them this time.
- Yelan: Might take a few days to wrap up things in the field. In the meantime, I think you've earned yourself a break.
- Edler: Much appreciated, Miss Yelan. This case really took it out of me...
- Edler: *sigh*... Thirteen strongholds... One thieving weasel after another! We rounded up so many people, you almost start to hope a few were innocent — just to balance it out.
- Edler: I'm just glad we finally took down these crooks! Anyway, I'm gonna drop in on that old classmate of mine in Qiaoying Village and reminisce about old times.
- Yelan: Don't forget to take some tea and dim sum back to your friends at the Maison Gardiennage.

- Paimon: Oh, looks like Yelan's friend left. Paimon kinda wanted to meet her...

- Yelan: Now, judging by that expression, I assume you came over to ask about the two spies that were just watching us.
- Paimon: Aah! Spies? What spies? There were spies around here just now?
- The two of them were definitely up to no good.
- They eavesdropped on your conversation with your Fontainian friend.
- Yelan: Oh, more than that, I'm sure. I bet they already sent someone to tail Officer Edler. Anything to foil our operation.

- Yelan: Mora-laundering... to the tune of ten figures and counting.
- Paimon: Laundry? What does that have to do with Mora? And who are these figures? There are ten of them?
- Yelan: In layman's terms... A certain merchant in Fontaine possesses a large amount of Mora obtained through illicit means. But it's easy to get caught when you're moving that kind of cash.
- Yelan: So, you cover your tracks, create a front to avoid detection, and whaddya know? Your illegal Mora now looks completely legit.
- Yelan: And, this merchant's front of choice? Fine art and antique auctioneering.
- Yelan: He buys goods from all over Teyvat, brings them back to Fontaine and rebrands them as pieces of fine art, driving up their price in the process.
- Yelan: Then, when the items go to auction, he buys them up at their inflated price with his own illicit funds. And through this exchange, the proceeds he receives in return are "clean."
- Yelan: This process allows him to "legitimize" his illicit wealth. He even launders Mora for other criminals as well, a business which earned him the title, the "Dark Financier."

- Yelan: That's to be expected, I suppose. In Chenyu Vale, you can get your hands on exquisite antiques without breaking the bank. Tea sets, porcelain, jade, statues... All easily marketed as pieces of fine art.
- Yelan: Liyue goods being used in illicit, underground schemes poses a real threat to our trade standing in the long run.
- Yelan: So, instead of getting to enjoy my long-awaited vacation in Fontaine, it's back to work for me.
- Paimon: Okay... Paimon thinks she gets it now. It's like... moving Mora from one hand to the other. In other words, just disguising where it originally came from!
- Paimon: But, if you know what this merchant is up to, shouldn't it be pretty easy to catch him?
- Paimon: You go to the auction, wait for him to appear, then nab him right as he goes to purchase his expensive piece of Liyue "art"!
- Yelan: Not a bad plan, Paimon. But there are too many loose ends.
- Yelan: If you were the mastermind behind this whole scheme, would you really expose yourself as the face of the operation?
- Paimon: Oh, yeah, you wouldn't want to be seen doing the dirty work... You'd send someone else instead. Like, if Paimon was the bad guy, she'd send (Traveler).
- Paimon: No, wait! Even if Paimon turned bad, (Traveler) would never! Paimon would need, like... a group of minions, or something...
- Paimon: Oh... Ohhhhhhh! Paimon gets it now!
- Paimon: Even if you track down the goods, if this "Dark Financier" guy isn't the one doing the buying at the auction, you won't catch him!

- Yelan: Working with the Millelith and Officer Edler, we managed to launch attacks on all of the Dark Financier's strongholds, which allowed us to nab most of his crew.
- Yelan: Those spies just now were his most important agents, the two people he trusts to have direct contact with him.
- Yelan: The first is Corder, a senior member of the Fontaine Antique Association in charge of auctioning off the goods, and the other is Doddamani, a ship owner from Sumeru and long-time cargo transporter...
- Yelan: They're under pressure to salvage the situation. So, we let them slip through the cracks on purpose. The goal is to make them think that, by some stroke of luck, they're in the clear and have room to act.
- Yelan: They think keeping tabs on Officer Edler will allow them to operate under her radar and get whatever remains of their goods out of Liyue.
- Yelan: But little do they know, while their attention's fixed on her, I'll be secretly gathering the intel that's gonna bring them crashing down.
- Yelan: So, interested in coming along for the ride?
- Yelan: I'm curious how you take to this line of work. Could be some potential there...

- Paimon: Yeah! We kinda stumbled into this whole thing, but now we're a part of it too!

With Yelan's help, you find a covert location from which to scout the beach. - But you don't see any members of the Dark Financier's crew, nor anything else suspicious about the area.
- Paimon: So... We can all agree this is just a normal stretch of wilderness, right? Paimon doesn't see any bad guys to nab around here.
- Have some patience, Paimon.
- It's not time for nabbing bad guys — at least, not yet.
- Yelan: Well, it didn't take long for you to understand our role here, (Traveler). Thinking like a top agent already... Impressive.
- Yelan: Like I said, we need to start small. If we want to track down the man himself, our best bet is to start with his goods. So, right now, finding his stock is our number one priority.
- Yelan: And to do that, locating his hidden stronghold is imperative.

- Yelan: Mm, this isn't their home turf, so I doubt they had time to set more traps. Should make our lives easier.
- Yelan: I'll take it from here. The last thing we want is to leave traces behind in there. Caution is the name of the game.
- Yelan: You two keep a look-out. Make sure no one barges in while I'm in there.

- Edler: Oh, if it isn't the Proto-Boss, (Traveler)! Miss Yelan said you'd be joining us for this operation...
- Edler: Everything's in place and absolutely airtight — that "Dark Financier" and his last few minions might as well clean their necks and get ready to meet Madame Guillotine.
- You're back already? That was quick!
- Edler: All I have to do is help Miss Yelan distract a couple of bad guys. It's easy work and there are no tight deadlines to deal with.
- Edler: Corder and Doddamani are tailing me pretty tightly. I spent a good few hours eating sweet treats with Hautemontagne and they had to stand there the whole time, pretending to be tourists perusing the tea!
- Edler: I gave Hautemontagne a heads-up beforehand and told her to let the shopkeeper know to add a couple of zeroes to all the prices as a special offer for our hapless friends.
- Edler: In the end, they had to buy something, otherwise they'd have looked too suspicious. It was a real struggle for Hautemontagne and I to keep straight faces!
- Edler: It's a good way to help out the folks in Qiaoying Village by giving them a little extra income. Plus, I feel like I'm making amends for leading those criminals into their peaceful little hamlet.
- Edler: I can't help feeling like I've brought them bad fortune. Maybe milking that bad fortune for money will replace it with an auspicious air?

- About the Mora-laundering scheme...
- Edler: Of course. I'm sure Miss Yelan's already explained the basic hustle to you — they purchase items at auction with artificially inflated valuations and then, after enough such trades, the dirty Mora becomes impossible to trace.
- Edler: Besides just exploiting the auction rules that allow buyers and sellers to remain anonymous, they have a whole bunch of other tricks to cover their tracks.
- Edler: For example, the Mora used to buy foreign valuables changes hands many times beforehand, even being used to buy other goods, which are then traded back for Mora elsewhere. They do this to escape surveillance.
- Edler: Then, when they buy things abroad, they either use false personas or pay other people to make the purchases for them, which makes them virtually impossible to track through the stores' ledgers.
- Edler: On top of that, the "valuables" they sell at auction are actually just regular items. The sort of thing that's difficult to identify and track and then intercept in transit. Even if we do hunt one down, it usually doesn't help our case against the gang.
- Edler: Just thinking about it is enough to make you want to scream, am I right?
- Yeah... I can feel my blood beginning to boil!
- Only a little. I'd like to give them a standard-issue beating.
- Edler: And the Dark Financier has other ways of laundering money. Fake charitable foundations, film investments, shell corporations, the list goes on...
- Edler: He's been aggressively swallowing up the competition and acquiring their tricks and techniques in the process.
- Edler: But right now, things are in our favor.
- Edler: Thanks to the help of the Spina di Rosula, we've managed to dismantle his network of dirty tricks and put a stop to most of his operations in Fontaine.
- Edler: As for this racket with the auction houses, it's already largely under our control — we've left a few loopholes open, but only so we can monitor who's using them.
- Edler: With your help, it's only a matter of time until we strike a decisive blow and take out the Dark Financier once and for all!

- Edler: This matter concerns both Fontaine and Liyue. Besides the Dark Financier and his multiple layers of underlings, there are many people who have been unwittingly sucked into these crimes.
- Edler: Following discussions between both nations, the current agreed-upon plan is for Liyue to round up and process all of the criminals within its territory, interview the suspects, and take statements in preparation for building a case.
- Edler: After which, Fontaine will arrange for the extradition of all related Fontainian subjects, whose assets will be thoroughly investigated to make sure that no guilty parties escape justice.
- Edler: Once the Dark Financier is in custody, both nations will reconvene discussions to establish a joint body to prosecute all the criminals that have been caught.
- Edler: Based on my experience, I imagine anyone who was paid to buy goods is going to have to forfeit whatever money they made and undergo some sort of correctional course — provided they didn't know they were aiding and abetting a criminal organization, that is...
- Edler: For members of the organization themselves, those at the third-tier and above are facing a minimum of ten years behind bars.
- Edler: Whereas the Dark Financier himself can expect to live out the rest of his days in a jail cell.

- Roxane: Are the bad guys all here, Colonel Lin?
- Sergeant Lin: Indeed. This is the final group of criminals to undergo interrogation. We've taken their statements. Now they're ready to join the other five groups on the ship.
- Roxane: There's more of them than I expected... The worst lowlifes that Fontaine has to offer. We'll make sure they learn their lesson. By the time we're through with them, they won't dare do anything to disgrace the nation ever again.
- Roxane: We appreciate your help, Colonel Lin!
- Roxane: If you ever find yourself in Fontaine, I'll be sure to treat you to lunch at the Special Security and Surveillance Patrol's Melusine cafeteria. The buttered Tidalga is to die for!
- Sergeant Lin: My sincerest thanks for the offer. Though my duties are set to keep me in Chenyu Vale for a good ten years, I hope that one day I can take you up on it.
- Roxane: Ten years? That's hardly any time at all...
- Sergeant Lin: Also, it really would be remiss of me not to mention that I am, in fact, a sergeant. Our system of ranks and responsibilities in the Millelith is quite different from those of the Maison Gardiennage and the Fontainian Navy of old.
- Roxane: Don't worry, I quite understand. You Millelith are a modest bunch with a simple set of ranks. Nothing too fancy on the taxpayers' dime...
- Roxane: But in my eyes, your responsibilities are worthy of the rank of colonel, and so that's what I plan to call you. Unless you deem it inappropriate, in which case I can call you sergeant after all.
- Roxane: I hope one day we can establish a joint force — after all, it's been a pleasure working with you. We made light work of this little issue, I can only imagine what it would be like for our troops to unite against a horde of monsters!
- Sergeant Lin: I'm sure you'd have achieved the same results without us, given a bit more time to get to grips with the situation.
