Raskolnikov (Russian: Раскольников Raskol'nikov) is a quest-exclusive NPC who appears in the World Quest The Shoemaker's Children Go Barefoot in Series East of the Moon, West of the Sun.
After the quest, he can be re-encountered as the Local Legend Raskolnikov — Poruchik, during which he fights as a ![]()

Profile
Raskolnikov is the Poruchik overseeing the Kuuvahki Experimental Design Bureau, responsible for maintaining order and maximizing efficiency. He is unpopular among the lower-ranked Oprichniki due to his strict rules, such as a ban on drinking parties, and single-minded focus on carrying out his orders.
Appearance
Raskolnikov has the appearance of the Oprichniki Fireblade Shock Trooper, but is easily recognizable from his normal brethren as (apart from his cap) his uniform sports an inverted color scheme, along with the blue colored elements being indigo.
Story
Raskolnikov grew up in the Snezhnayan city of Novokitezhgrad, where he was trained by Police Chief Stalanov and became acquainted with Stalanov's daughter, Netochka. While he has a negative impression of Netochka, calling her "arrogant" and a "fool blessed by blind luck," he respects those who prove their strength, like Stalanov and the Traveler.[1]
During the events of World Quest The Shoemaker's Children Go Barefoot in Series East of the Moon, West of the Sun, Raskolnikov first meets the Traveler when they stumble into the disassembly area alongside Netochka. He is initially surprised by her appearance, but vows to kill them. Ultimately, he fails and tells them to meet him at the top of the bureau, where they confront him in-person. Despite the use of additional equipment alongside his standard gear, Raskolnikov is ultimately defeated by the duo. However, he shows no shame in his loss, revealing that he is aware of the Traveler's dealings with the Fatui Harbingers while scolding Netochka for failing to recognize them. He willingly "loses" Weavenexa-Cognoscenti's Intoxication — a Proof of the Cognoscenti that he was ordered to collect — to put an end to the disorder it brought to the Design Bureau and departs, though stating that if the Traveler trespasses onto the bureau again, he will be ready to face them.[1]
