As the head of the Spina di Rosula, Navia is devoted to helping people of Fontaine, being likened as a "big sister" who checks in on everyone. Her outward demeanor appears as reliable, optimistic, and quite friendly. She has a sharp mind and knack for investigating, being able to analyze events from different angles and find answers that other parties may miss.[8]
Due to the struggles Navia had while growing up, she sometimes struggles to comprehend her own existence and wonders if she did anything meaningful. Despite having lost many loved ones throughout the years, particularly her parents Callas and Clementine, along with her trusted subordinates Melus and Silver, Navia still pushes on for a brighter future, not wanting their sacrifices to be in vain.
She had a good relationship with Clorinde in her youth, but following Clorinde killing her father in a duel, their relationship has been strained as she finds it hard to forgive her even after understanding his sacrifice. However, after solving the "young women disappearance case" with the Traveler and Paimon, Navia and Clorinde have started to talk and meet up with each other again to reconcile their relationship.
Outside of investigating, Navia enjoys baking, particularly macarons.
Appearance
Navia uses the tall female model. She has fair skin, blue eyes and long, waist-length blonde hair styled into drill curls.
During the Summertide Scales and Tales event quest, she wore a spiked golden crown inlaid with deep blue gems in place of her hat, and also initially appeared with a blonde moustache.
History
Past
Navia is the daughter of Callas and Clementine. Unfortunately, she did not get to know much about her mother, as she died from complications following her birth and was not aware of the circumstances of her death until much later, as Callas had hidden it from her, much to her frustration. She befriended both Clorinde, Escoffier and Chiori. Chiori would handle all of the organization's formal wear; she did not give her the contract for their uniforms, as she felt that it would be too boring for her.
Callas, who had numerous problems of his own, discovered the truth behind Sinthe. However, he was unable to reveal it to the public, as the masterminds killed his informant, Jacques, while dissolving the assassin with Primordial Water, leading to Callas being accused of murder. Callas did not defend himself, instead opting for a duel to prove his innocence and decided on having Clorinde fight him. Knowing this was equal to a death sentence, Callas asked Clorinde to take care of his daughter in his stead and he subsequently died in the ensuing duel. Navia was struck with grief with the death of both her parents, though she did not know the reason behind his logic until much later. His death served as a way to keep the mastermind from targeting her, as doing so would cause his associates to share crucial intelligence to the authorities, and as such, she was left alone.[9]
Navia's relationship with Clorinde became strained after the duel, as she could not find herself to forgive her for killing her father, though they did not completely break off their friendship. She also succeeded him as the current boss of the Spina di Rosula, having two agents tail her as bodyguards — Melus and Silver, who would faithfully serve her every request. She also acquired an umbrella gun to use as both fashion and self-defense.[10]
Present
The Traveler first encounters Navia after Lyney and Lynette were accused of murdering their assistant Cowell and kidnapping a spectator named Halsey. She offered her assistance to prove the twins' innocence and to learn more about the disappearances that had plagued the nation. When the Traveler discovers that Cowell had vials of Primordial Water hidden in his case, Navia realized something and ran off. As the Traveler was struggling to defend the twins from a new accusation, Navia returned to the courtroom and asked Lyney to perform the magic trick again. He did, and Halsey appeared before the crowd, admitting the truth. Navia had realized something had been wrong when some of the macarons she had made for the Traveler and Paimon had disappeared, which coupled with the lockdown meant that no one was allowed to enter or leave, as the water was only known to affect Fontainians, she concluded that Halsey was not a Fontainian herself. This revelation proved the twins' innocence, and Navia thanked the Traveler for their assistance, but was disappointed to learn that they were just there to defend the twins. Nonetheless, she offered to give them a farewell meal at Hotel Debord.[8]
Marcel, who was angered at Navia's conduct for revealing some of the truth about Sinthe, spiked a glass of Fonta spiked with pure Primordial seawater in order to assassinate her. However, this ended up failing, as Paimon ended up taking the drink instead, being unaffected since she was not a Fontainian. When they departed, she realized she had been targeted and rushed to the Fountain of Lucine, discovering the Traveler unconscious while a large group of Clockwork Meka were about to kill them. Along with Clorinde, they destroyed the meka and decided to continue with their investigation onto Vacher, believing they could find some information from the case file archives stored in Palais Mermonia.[6] They arrived to get information on Vacher, and when Neuvillette tried to give condolences for the duel, Navia lashed out at him before apologizing for her outburst. The information from the case made them conclude that there was likely a third party involved that the official investigation had missed. Marcel told her that there was no shame in backing out, but Navia insisted on knowing the truth. When Thierry informed them that Childe had been accused of being the mastermind behind the disappearances, Navia went to the courthouse to stall for time.[9] She interrupted the current proceedings and with her father now absolved of her crime, she gave him a proper send-off and made amends with Clorinde.[11]
Poisson was struck by a tremor which caused water from the Primordial Sea to leak out, dissolving everyone on the lower levels. Navia was on the upper levels and the Spina worked to treat the wounded. The Traveler, learning of the situation from Neuvillette, arrived and immediately noticed that her bodyguards were not with her. She asked them to accompany her to her father's grave, where she revealed that both had been caught by the waters and dissolved while trying to rescue people. She was left with anguish over their deaths, as they had been loyal servants and she could not honor their wishes to bury them alongside her father. Arlecchino, who had been leading a group to some recently discovered ruins, witnessed the disaster and offered assistance. Navia gratefully accepted the Fatui's aid, though she had heard about the Harbinger's reputation and promised the Traveler that she wouldn't leave herself vulnerable to the Fatui.[12] Through more interactions with her, Navia deduced that Arlecchino was not as terrifying as she appeared.[13] To get her mind off Melus and Silver's deaths, she decided to accompany the Traveler to the ruins.[14]
While exploring the ruins, a bridge collapsed and sent Navia tumbling into the Primordial Seawater. When she came to, she found herself back in Poisson before being led to the Opera Epiclese by Melus and Silver, where the audience demanded she stay with them. Melus and Silver, realizing the audience were other victims who were jealous she had lived, told Navia not to admit guilt or she would also be dissolved like them. Neuvillette arrived and dismissed the crowd before urging her to take his hand and leave; although reluctant to leave her bodyguards behind, Navia did so. When she came to back in reality, Neuvillette explained that for a split second, two Oceanids had caught her mid-air, allowing him to rescue her. Realizing they were Melus and Silver, Navia was moved to tears by their loyalty, even after death. They reached the end of the ruins and examined the prophecy tablets there before they left, where she returned to Fleuve Cendre to check in with the rest of the organization.[15]
Navia offered a few agents to blend with the crowd at Opera Epiclese to accuse Furina of her inaction regarding the prophecy. She also had some of the water from the Poisson disaster moved into a cup, using it against Furina to see if she was actually an Archon. Furina was initially hesitant to dip her hand in it but did so, and Navia revealed that they had agreed on a lower concentration to avoid any unforeseen events. During the trial, a narwhal emerged in the courtroom but was pushed back by Tartaglia and Neuvillette. Neuvillette realized the beast was far too powerful to handle, but Navia refused to accept defeat and wanted to fight back. As the Oratrice Mecanique d'Analyse Cardinale carried out its death sentence on the Archon, Neuvillette regained his full powers. The events occurred so fast that Navia and the others didn't know what had happened. As the prophecy unfolded, Navia and her organization provided relief efforts for the people.[16]
Shortly after the events of the Fontaine Archon Quests, Navia greets Colter, a Spina member who had been imprisoned for a crime. She brings him up to date on recent events, during which Colter advises her to be cautious of Romeuf's faction, who believed Navia was no different from her father. Romeuf and his factions attempt to bomb the Clementine Line to destroy Poisson, while Colter tries to assassinate her, blaming her for Melus' death. Although shocked by the betrayal, Navia manages to subdue him and assists the Traveler in stopping a rockslide with her Geo abilities, though she is left exhausted after the feat. As Romeuf and his faction are taken into custody by the Maison Gardiennage, Esmond asks if she wishes to speak with them, but she flatout refuses due to their willingness to hurt innocents and tells him that she has no objections to them being prosecuted to the extent of the law. Colter is then brought to her, and Navia tells him that she isn't like Callas and is willing to take opinions. She dismisses him from the organization but welcomes him back once more when he is released from prison. The Traveler later brings her back to Poisson, where the locals reveal a drawing of the upcoming statues to her, showing her next to her parents, and she is moved by their loyalty to her and the organization's future.[17]
During a Lantern Rite, Navia and Clorinde accompanied Furina to Qiaoying Village, where she found a suitable mountaintop and started yelling random things, catching the Traveler's attention. When they went to investigate, Navia was pleased to see them and explained what she was doing, having taken inspiration from Furina, who had shouted from the mountaintop earlier. They then went to the village to get Furina and returned to Fontaine.[18]
When Navia learned that Chiori's courier, Kirara, was being harassed by Uther, she and her agents offered to accompany her for the duration of her stay in the nation, which made the nekomata comfortable. When her entries to the latest fashion show was sabotaged by Uther, Chiori opted to salvage her stock and had the Traveler destroy them. As Navia walked in, she was horrified at the scene, believing that thugs had vandalized her shop and demanded names so she would sic her organization on them. The Traveler clarified that she had told them to do so, and she apologized for her outburst. Chiori then asked her to loan some manpower for some basic sewing tasks and call for Lyney and Lynette, which she agreed to do. She later showcased one of the outfits that had been made during the fashion show.[19]
Navia worked alongside Lepine-Pauline to create the Chevalmarin Film Fantasyland amusement park, roping Escoffier in to help with the park's food. She was introduced to Kinich and Ajaw when they came to visit, and she addressed Ajaw with respect, which initially confused the Dragonlord but he appreciated her words, even though she had seen him as Kinich's pet.[20] She would later teach the Traveler how to manage the park's finances, leading it to great success.[21] She also helped the authorities catch Angoulvant, seizing his boat, but he tossed her panel onto the incoming Gardes to evade her; nonetheless, he was ultimately apprehended by Kinich.[22]
Sometime afterwards, Navia learned of a situation at Hotel Debord regarding the head chef Savanna and a subordinate chef, Monica, and decided to resolve the matter herself. The Traveler, who spotted her outside the restaurant, learned of the situation and agreed to help resolve it, heading to Fleuve Cendre to look for Escoffier. Escoffier eventually agreed to resolve the situation, which they realized ran much deeper than they initially thought and stopped the mastermind. Navia approached the trio with a newspaper, asking if they had found an antique jar in the ruins as it had great value. Paimon realized it was the jar used to hold the Treasure of Remuria, though it had since been shattered which Navia lamented.[23]
At some point after the Nod-Krai quest series, Nasha Town held their annual trade expo. Navia attended the event to help conceal Chevreuse's presence, as the Fontainian authorities had learned of an international smuggling syndicate that had interest in the expo. Clorinde also accompanied her for her own safety, and her booth was placed as far away as possible from Beidou's by Jahoda, who had heard of their reputations and mistakenly assumed the worst. The Traveler, who had been invited to the event by Nefer to help her manage the expo, greeted the two, leaving Jahoda flabbergasted. Navia was selling devices from the Fontaine Research Institute that utilized both Arkhe energies in battle.[24] Navia tried to convince one of the syndicate spies to buy the weapon, but he declined, reasoning that it would only be useful in Fontaine. She was upset she was unable to convince him, though Clorinde told her that this wasn't Tabletop Troupe where she could persuade everyone with dice rolls. When Paimon took note of Yelan and Chevreuse's differing tactics, Navia knew that they were simply getting along. Acquiring the help of some local agents, who had been convinced by Clorinde to help her, the Spina apprehended multiple syndicate agents.[25] When the group suspected that Ashvapati was the mastermind, Navia explained Neb, Raya and Ati that not everyone at the expo was a bad person and that they needed to know why before they could judge them, giving them a quick rundown of Fontaine's justice system. Before the group left, she reassured them that she would let them talk to him if they found him before resuming duties at the stall. Once the expo was over, Navia returned to Fontaine.[26]

Etymology
- Navia may be named after Nabia, also known as Navia, a pre-Roman Celtic water goddess worshipped in the Iberian peninsula, or Navia, water spirits from Slavic paganism associated with the dead, often compared to Greek Nymphs.
- Navia's surname, Caspar, is the name of one of the Three Magi from the Bible.
- Caspar comes from an Aramaic name meaning "treasurer".
