Charles Perlman is a commission-exclusive NPC. He is the former CEO of the Vision Corporation.

Profile

Charles Perlman is a notably short man, even when compared to other short characters in Zenless Zone Zero, who served as the CEO of Vision Corporation up until the old metro incident, where he was set up as the fall-guy as part of a conspiracy planned by The Exaltists and Sarah, who had pretended to be his secretary.[2]

Perlman proved to be a problem for The Exaltists, namely to member and senior PubSec inspector Justin Bringer, since Perlman had knowledge of his links to the cult and threatened to expose him. Bringer and Sarah would later try to assassinate Perlman and even hired mercenaries to capture him,[3][4] but both attempts would fail, and Perlman was able to give evidence of Bringer's actions.[5]

Perlman is currently in PubSec custody and is awaiting trial.[6]

History

Chapter 1

Perlman represented the Vision Corporation during their contract to renovate the Old Capital Metro.[7] During this time, he also helped lead a conspiracy to allow residents in the area to be blown up by the old metro's demolition, saving Vision the costs of evacuating and relocating them.[8] He acted under the direction of his supposed secretary Sarah, an operative of The Exaltists.[9] After the plot was thwarted by Phaethon and the Cunning Hares, Perlman was arrested by Public Security, while Sarah escaped.[10]

Chapter 3

While in prison, Perlman tried to blackmail Sarah, threatening to expose Public Security Inspector Bringer's identity as an Exaltist member unless he was freed.[11] However, rather than help Perlman escape prison, Sarah and Bringer tried to assassinate him by remotely hijacking the zeppelin taking him to his trial, intending to fly it into the Ballet Twins Hollow and kill all its occupants.[12] The attack was stopped by Phaethon and Victoria Housekeeping, who had discovered the plan thanks to Billy Kid's immunity to the sleeping gases used in the zeppelin's hijacking. After being rescued, Perlman managed to escape custody by stealing the zeppelin and flying it to the Outer Ring.[13]

Chapter 4

Perlman crash-landed in the Outer Ring and was captured by the Sons of Calydon, who agreed to hand him over to Phaethon in exchange for their help with winning the Tour de Inferno race.[14]

Chapter 5

Perlman confessed to Phaethon and Hollow Special Operations Section 6, agreeing to turn over evidence of Bringer and Sarah's involvement in the Vision conspiracy.[15] However, the group was ambushed by mercenaries hired by Bringer.[16] These mercenaries captured Perlman, bringing him to an outpost in the Ballet Twins Hollow.[17]

Though Perlman was again rescued — this time by Section 6 — Bringer and a group of PubSec officers confronted the group as they left the Hollow.[18] Section Chief Hoshimi Miyabi kept Perlman out of Bringer's hands by throwing Perlman back into the Hollow. He was later recovered by the rest of Section 6, and was able to finally turn over the evidence of Bringer's misdeeds.[19]

After the episode, Perlman was arrested once again. His testimony and evidence provided are currently being reviewed by H.A.N.D.'s department specializing in Hollow-related cases to ensure he receives a fair trial.[20]
