Plays both Physical DPS and support roles.
Two forms summon different entities that focus on attacking and supporting respectively. Supportive form provides teammates with significant Crit and impairment buffs. Offensive form provides herself with Crit and enemy kill buffs.

Passive Skill

The character stays in Herrscher Form with Herrscher Charge that starts at 0 and caps at 100.
Available in Soul Shaper and Life Binder forms with different summoned entity as company. Character's max SP limit is 50. Tap [ULT] to switch between them.
The character starts in Soul Shaper form, and form switch clears buffs and summoned entities, resets Weapon Skill CD, and summons correspondent summoned entity.
In battle, summoned entity launches a random form of three base attacks.

Soul Shaper form - spirit deer Diana:
Attack 1: Roars to deal 2% × 10 ATK of Physical DMG to nearby enemies.
Attack 2: Knocks enemies upwards twice with antlers to deal 30% × 2 ATK of Physical DMG.
Attack 3: Sweeps with hind legs to deal 70% ATK of Physical DMG.

Life Binder form - flower spirit Flora:
Attack 1: Attacks with magic to deal 30% × 2 ATK of Physical DMG.
Attack 2: Produces spikes from the target's location to deal 60% ATK of Physical DMG.
Attack 3: Produces a fruit at the target's location, which bursts to deal 90% ATK of Physical DMG.

DMG dealt by summoned entities comes from the character and benefits from buffs for summoned entities. Effects affecting both the character and summoned entities cannot stack. Summoned entities expire upon the character's exit. After the character hits an enemy, summoned entity enters battle mode for 5s, during which it automatically tracks enemies down. Triggering it again refreshes its duration.

① Joined Hands in the Abyss

When spirit deer Diana or flower spirit Flora is present, the character takes 30% less DMG and deals 35% bonus Total DMG. When she triggers global Time Fracture in Soul Shaper form, teammates restore 15 SP and 500 HP. CD: 16s. Triggering global Time Fracture for the first time restores 60 bonus SP for the character.

② Saha's World, Inseparable

The character starts in Soul Shaper form. When starting in Soul Shaper form, her SP cap increases by 125. Teammates also benefit from Butterfly That Delivers Life when attacking enemies with Withering Fissure, but the convertible Crit Rate caps at 20% instead. Meanwhile, when the character triggers global Time Fracture, her SP is restored to 100 if lower than 100. CD: 25s.

③ Shared Rebirth

When starting in Life Binder form, the character has 1,200 more max HP. In Life Binder form, she deals 20% more Total DMG to MECH-type enemies. Every 10 max HP above 3,000 increases Total DMG taken by all enemies by 1%, up to 45%. In Life Binder form, every time Herrscher of Rebirth kills an enemy with Withering Fissure using non-Ultimate attacks, she enters Descent in the Abyss and the Sea state (CD: 16s), which resets Ultimate CD and reduces the cost of the next Ultimate cast to 0. The current Ultimate cast has an 8s CD. Descent in the Abyss and the Sea is removed upon Seele's exit.
Killing an enemy with Withering Fissure leaves a Budding Flower on the field, which blooms after 2s to deal 200% ATK of Physical DMG and inflict Withering Fissure on enemies hit for 16s.

③ QTE: Dew Emerging From the Deep

QTE: In Soul Shaper form, with Dewy Twilight in effect, triggered when a teammate casts Ultimate and an enemy is knocked airborne or Time-Slowed to fully restores Herrscher Charge and automatically connects into Combo ATK.
In Life Binder form, triggered when an enemy is impaired or Time-Slowed to deal 4 x 250% ATK of Physical DMG. The attack has 50% bonus Crit Rate and triggers 1s of global Time Fracture.

Rebirth at Shadowy Dawn

Ultimate Skill

Hold [ULT] to cast Ultimate, during which Time-frozen Domain is triggered, and all skill timers and the stage timer are paused.
Soul Shaper form: Drags enemies into the enchanted weapon and inflicts Dewy Twilight effect, which reveals Withering Fissure, continuously impairs enemies, and reduces their DEF by 50%. The team deals 10% more Physical DMG against enemies with Withering Fissure. During Dewy Twilight, the Herrscher of Rebirth's weapon skill and Combo ATK have a 50% higher Crit rate and deals 100% more Physical DMG. Dewy Twilight effect lasts 30s originally, and is not affected by the character's exit.
If the weapon skill is off CD when casting Ultimate, she casts weapon skill to make it enter CD. Tapping [Weapon] at this moment triggers Joint Weapon Skill and 1s of global Time Fracture.
Activation cost: 175 SP. CD: 25s.

Life Binder form: Launches a fierce attack dealing 100% x 5 + 1,200% ATK of Physical DMG and revealing Withering Fissure on hit. The character gains a 40% Crit Rate against enemies with Withering Fissure. Withering Fissure lasts 16s and expires when the character exits. Triggering it again resets the duration.

Every 1% Crit Rate overflow grants 2% Crit DMG up to 60%. The character gains the Crit Conversion effect. If an attack's Crit Rate is below 100%, every 2% of Crit DMG is converted to 1% Crit Rate until Crit Rate reaches 100% or 50% of Crit DMG has been converted.

In Soul Shaper form, approaches enemies while spinning the scythe to attack, dealing 200% x 2 ATK of Physical DMG.
In Life Binder form, generates a planted area in the front to gather and attack enemies in range, dealing 600% ATK of Physical DMG.

During Combo ATK, tap [ATK] to cast Joint Combo:
In Soul Shaper form, sends spirit deer Diana rushing downward with power, and launches a powerful slash dealing 600% + 1,000% ATK of Physical DMG. The attack triggers global Time Fracture for 2s.
In Life Binder form, has flower spirit Flora emerge from the ground to knock enemies in the air, and conjures a giant scythe to slash enemies, dealing 500% + 1,000% ATK of Physical DMG.

Tap [Weapon] to cast weapon active:
In Soul Shaper form, deals 300% ATK of Physical DMG. CD: 18s (CDR cannot apply).
In Life Binder form, hurls the scythe to deal 10% × 6 + 50% + 150% × 2 ATK of Physical DMG and has flower spirit Flora fly above the target to repeatedly attack enemies in range, dealing 100% × 9 ATK of Physical DMG. CD: 18s (CDR cannot apply).

During weapon active, tap [Weapon] to cast Joint Weapon Skill:
In Soul Shaper form, teleports to the first enemy hit by weapon active, produces a guiding magic circle to gather nearby enemies, and has spirit deer Diana dash around the magic circle for up to 4s, dealing 50% × 24 ATK of Physical DMG. When the duration is over or [Weapon] is tapped again after at least 2s, the magic circle will expire and explode immediately, dealing 900% + 200% × 3 ATK of Physical DMG. During the cast, Herrscher of Rebirth can be switched out, and she'll remain on the field to finish the attacks.
In Life Binder form, extends vines centered around flower spirit Flora and attack enemies in a circle for up to 4s, dealing 60% × 46 ATK of Physical DMG and triggering 2s of global Time Fracture. When the duration is over or [Weapon] is tapped again after at least 2s, the circling attacks end immediately, and the character slashes the enemies in the center, dealing 720% ATK of Physical DMG.

Inseparable Stars: Witness to Loyalty

Unleashes Astral Ring's power and enhances the character.

The character is protected by World Star. With Astral Ring activated: All DMG dealt by the character except Stellar Assault counts as summoned entity DMG, her Ignore Interrupt increases, and her Ultimate can be cast directly by tapping [ULT]. When entering Stellar Outburst state, casts Stellar Assault to deal 400% ATK of Physical DMG.

With World Star activated:
● The character is locked in Life Binder form. In Life Binder form:
○ Characters can be switched while Joint Weapon Skill is being cast. Herrscher of Rebirth will remain on the field and continue casting Joint Weapon Skill, dealing Physical DMG equal to 50% of the base multiplier. The Fissure of Withering applied by Ultimate will last a longer time of 25s and will not disappear when the character exits.
○ Beginning at the Azure Sea's End's effect in Life Binder form becomes: When landing the finishing slash of Joint Weapon Skill or when activating Stellar Outburst, the character's next Combo ATK deals 80% more Physical DMG.
○ As the leader: Cannot activate Stellar Outburst while casting Joint Weapon Skill on the field.

● With Stellar Outburst activated:
○ Leaves Dewy Twilight on the field for 30s. Continuously reveal Fissure of Withering on enemies. When the character attacks enemies affected by Fissure of Withering, her Crit Rate increases by 40%. Dewy Twilight disappears when Stellar Outburst ends.
○ Herrscher of Rebirth gains 6 Quantum Mech Energy. Mash [ATK] to perform Basic ATK and Combo ATK. Each sequence consumes 1 Quantum Mech Energy to force trigger a Resonance attack, during which she has Iron Body but Ultimate Evasion Skill cannot be chained into Basic ATK SEQ 4.
◆ SEQ 1 deals 160% ATK of Physical DMG.
◆ SEQ 2 deals 8 * 20% ATK of Physical DMG.
◆ SEQ 3 deals 2 * 100% ATK of Physical DMG.
◆ SEQ 4 deals 300% ATK of Physical DMG.

◆ During Stellar Outburst, after Herrscher of Rebirth consumes 6 Quantum Mech Energy, she can cast Cradle Against the Sea's Murmurs, dealing 500% ATK of Physical DMG and reducing its remaining CD by 7s. For each Resonance trigger attempt consumed by Branches Upon Tides, Cradle Against the Sea's Murmurs deals an additional 100% ATK of Physical DMG. Casting Cradle Against the Sea's Murmurs cancels Stellar Outburst state.

○ Not as the leader:
◆ During Stellar Outburst, when the character uses Joint Weapon Skill on the field, she is forced to perform the finishing slash.
◆ Cradle Against the Sea's Murmurs deals 1,500% ATK of Physical DMG.

With Grail of Infinitude activated:
● The character is locked in Soul Shaper form. In Soul Shaper form:
○ The character's Ultimate CD is reduced to 18s.
○ The duration of Devotion That Forbids All Escape and Beginning at the Azure Sea's End is extended to 30s in Soul Shaper form.
○ While Dewy Twilight exists, Beginning at the Azure Sea's End's effect becomes: When landing Joint Combo hits or casting Joint Weapon Skill, increases Fissure of Withering's DEF reduction to 55%, and enemies affected by Fissure of Withering take 10% more Physical DMG and 5% more Elemental DMG.
● With Stellar Outburst activated:
○ Leaves Dewy Twilight on the field and triggers Devotion That Forbids All Escape and Beginning at the Azure Sea's End, which both last 30s and are refreshed upon retriggering. When casting Cradle Against the Sea's Murmurs for the first time, if Dewy Twilight's remaining lifetime is less than 30s, it will be extended to 30s.

When World Star or Grail of Infinitude are not activated:

① Compassion of the Pure Shadow

After Stellar Outburst state ends, gains Stellar Drain. In Astral Ring Charging state, Combo ATK and Joint Weapon Skill consume Stellar Drain on hit to restore 10 Astral Ring Intensity.
When activating World Star, restores an additional 10 Astral Ring Intensity, and reduces Stellar Outburst's CD by 5s (exclusive).
When activating Grail of Infinitude, restores an additional 10 Astral Ring Intensity.
The character starts a battle with Stellar Drain.

② Hanging Vines of the Green Tree

With World Star activated:
● When QTE triggers, pull surrounding enemies to the ground and deal 100% ATK of Physical DMG to them. This attack gains 50% Crit Rate and fully restores Herrscher Charge.
● When a teammate's Stellar Drain is consumed, Herrscher of Rebirth's switch CD is reduced by 4s.
● When a teammate's Stellar Drain is consumed and Weapon Skill or Ultimate is cast, Herrscher of Rebirth's QTE triggers.
● During Stellar Outburst, if a team member has Physical Breaker/Elemental Breaker condition, enemies take 5% more Physical DMG/10% more Elemental DMG.

③ Dance of the Playful Butterfly

When Herrscher of Rebirth is the leader:
● During Stellar Outburst, when any team member first triggers Branches Upon Tides, gains Buds of Invigoration. After triggering Branches Upon Tides 5 times consecutively, consumes Buds of Invigoration to make the next Branches Upon Tides deal an additional 600% ATK Physical DMG. Buds of Invigoration is lost upon exit.
● Branches Upon Tides will devour the Domain Resonance Mark produced by all teammates. Upon devouring, Branches Upon Tides will auto-trigger Resonance 3 times without consuming the trigger charges of the character's Domain Resonance Mark; each trigger deals 170% ATK of Physical DMG at a 0.5s interval. If the devoured Domain Resonance Mark can be triggered more than 7 times, each trigger deals 800% ATK of Physical DMG instead. During each Stellar Outburst, each teammate can cause Branches Upon Tides to trigger Resonance 3 times at most.

With Grail of Infinitude activated:
When Saha's World, Inseparable is forcibly activated and the character triggers global Time Fracture, if her SP is less than 160, it is increased to 160. It has a 25s CD and is ineffective during Stellar Outburst.
When Stellar Outburst ends, the character gains 165 SP.
● During Astral Ring Charging:
When the character uses Ultimate, it will consume additional SP, capping at 60, to make all team members deal additionally consumed SP times 0.3% more Total DMG for 25s. Activating Stellar Outburst removes this effect.
When activating Stellar Outburst, if Ultimate's current CD is greater than 4s, it is reduced to 4s.
● During Stellar Outburst:
After QTE entry, the SP cost for activating and maintaining the next Ultimate is reduced to 0. This effect is lost upon exit.
Increases max SP by 56. After QTE entry, during Stellar Outburst, the first Joint Combo/Ultimate to hit enemies restores 115/128 SP.

What is BBS and what do the meters mean?

BBS, an official Chinese equivalent to HoYoLAB for miHoYo games, has a Honkai Impact 3 wiki on which they present Captains with what is generally agreed on to be the best equipment builds available, aimed towards both the new and the veteran Captains. BBS separates gear recommendations by what we'll refer to as "tiers" and "criteria".

Tiers serve as means of separating all the different gear builds. Available tiers:

Recommended Equipment: Equipment build suited for what the battlesuit does the best. A lot of the times it's unique to just one specific battlesuit.
Auxiliary Equipment: Extra equipment build specifically for Supports, providing Captains with more alternatives.
Universal Equipment: Equipment build that is interchangeable with other characters performing the same role, without many drawbacks, or the most popular alternative to recommend equipment.
Transitional Equipment: Equipment build that can be used as a placeholder until a better gear is acquired. Easy to get since most if not all items are farmable. Good when starting out.

Criteria are visualized via meters that fill until they reach 100% - at which point the build fully meets the set criteria. Available criteria:

Offensive Ability: How much does the build help the battlesuit deal more dmg?
Functionality: How functional the build is when put together?
Compatibility: How well does the build fit the battlesuit's role/kit?

Trivia

This is the first battlesuit whose two forms have distinctive abilities: [Soul Shaper form] functions as a support, while [Life Binder form] functions as a damage dealer.
- While in the [Soul Shaper form], it is also the first battlesuit whose Ultimate costs 175 SP, which is currently being the highest so far.
  - The cost outnumbered that of Jade Knight's Ultimate, or tied if the latter's subskill [Edgeless] is enabled, which makes the cost go from 150 to 175 SP.
- It is also currently the first and only Seele Vollerei's PSY-type battlesuit, unlike her first three battlesuits, which all are QUA-type.
It is the sixth battlesuit to be released that comes with impairment effect.
- The impairment effect duration from [Soul Shaper]'s Ultimate is 30-second long, which is currently the longest so far.
  - Theoretically, it can last up to around 45 seconds if a well-timed Joint Combo hits.
  - Efficiency wise, some actions done while [Dewy Twilight] lasts boosts impairment effect to 75% with a 16-second duration, which is still longer than that of Herrscher of Sentience's Ultimate.
Within Elysian Realm, while it is not mentioned in [Special Adjustments], switching form after casting Ultimate will not end [Soul Shaper]'s related effects of [Dewy Twilight].
- Within the same section, the "In Life Binder Form, Dewy Twilight's duration extends significantly." under the Ultimate adjustment actually extends [Dewy Twilight]'s duration to 999 seconds, which can be reset if she switches to [Life Binder form] again.
In Version 7.1, her skills received new icons.
She received the [Heal] tag in Version 7.9.
Her deer's name is Diana, while her flower spirit's name is Flora.^[1]
