Dreams Adorned With Arrows and Stars

Conjures Love's Expanse to fight together.

When Hi♪ Love Elf♥ enters Stellar Outburst, she will simultaneously conjure a patch of Love's Expanse under herself, providing buffs for the entire team. When she is the leader, Love's Expanse increases her Total DMG by 12% and restores 1,000 HP per 1s for all team members. When she exits, Love's Expanse will be hidden until she re-enters. When she is defeated or Stellar Outburst ends, Love's Expanse will disappear.
Love's Expanse starts in Early Spring state. When Hi♪ Love Elf♥'s Ultimate hits a blooming Love Blossom, Love's Expanse will undergo In Full Bloom. Love's Expanse's blooming will progress through the following states: Early Spring, Warm Spring, Lush Spring. When Love's Expanse is in Lush Spring state, Link Ultimate Love's Cosmic Embrace becomes usable.

Hi♪ Love Elf♥'s max SP increases by 50. Her Basic ATK and QTE can both trigger Planting Love's Blessings's effect to restore additional SP.

Outside of Stellar Outburst, when the character's SP is less than 150, Planting Love's Blessings is triggered to increase SP recovery rate by 400%.

When in the team, SD-type enemies' threshold becomes a special threshold. Outside of Stellar Outburst, tap [Weapon] to create a magic circle under the target, then Hi♪ Love Elf♥ commands Love Blossom to fly out from the circle and bloom, dealing 1,300% ATK of Ice DMG (counts as Combo ATK DMG and Weapon Skill DMG) to enemies in range and immobilizing them for 2.5s before they are hit by Ultimate.
During Stellar Outburst, tap [Weapon] to command Love Blossom to fly spinningly to the target's feet, which will keep spinning to deal DMG. This deals a total of 500% + 100% * 5 ATK of Ice DMG. Tap [Weapon] again while Love Blossoms are spinning to chain into Heart's First Bloom.

The character enters and commands four little messengers to fire 4 giant arrows, dealing 250% * 4 ATK of Ice DMG and causing a 2s global Time Fracture.

Heart Protected by Wishes and Bonds

Can be charged up to fire multiple arrows. Synergizes with Love Blossom, creating a magnificent dome.

Tap or hold [ULT] to perform. Initially consumes 100 SP to create a central arrow that deals 300% ATK of Ice DMG and applies 18 Rime Trauma. If you continue charging, it will continue consuming SP to create additional arrows. When total SP consumption reaches 125/150, it creates 2/4 additional arrows, each dealing 200% ATK of Ice DMG. When SP is insufficient, all existing arrows are fired early.

SP cost: 100. CD: 1.5s.

When Hi♪ Love Elf♥ is the leader, during Stellar Outburst, her Ultimate initially consumes 200 SP to create a central arrow. When total SP consumption reaches 600/900/1,200, 2/4/6 more arrows are created, each dealing 200% ATK of Ice DMG. If SP is insufficient to create more arrows, it can be overdrawn into negative values, and up to 1,000 points can be overdrawn. Hi♪ Love Elf♥ cannot use Ultimate again when her current SP is less than 200 or below 0.
While Love Blossom blooms, Ultimate will target Love Blossom. The central arrow deals 400% of ATK of Ice DMG. While charging, Time-frozen Domain is in effect.
Outside of Stellar Outburst, Ultimate fires at Love Blossom to trigger Ever-Blooming Garden, dealing 400% ATK of Ice DMG. When Ultimate fires 1/3/5 arrows, the triggered Ever-Blooming Garden lasts 2s/4s/12s.
During Stellar Outburst, Ultimate fires at Love Blossom to make Love's Expanse undergo In Full Bloom, dealing 800% ATK of Ice DMG.
Love's Cosmic Embrace:
During Stellar Outburst, briefly after unleashing a fully charged Ultimate that fires 7 arrows, or after Love's Expanse reaches Lush Spring state, you can unleash Link Ultimate. Hi♪ Love Elf♥ coalesces Love's Expanse into a flower bridge and releases Love's Expanse's magic in the sky, dealing 1,000% ATK of Ice DMG to all enemies on the field. During this time, she is invincible and Time-frozen Domain is in effect. Link Ultimate can only be used once during Stellar Outburst.

The character is protected by Grail of Infinitude. While Stellar Outburst is active, Stellar Assault deals 400% ATK of Ice DMG. As the leader, Stellar Assault applies 18 Rime Trauma to enemies on the field.
With Grail of Infinitude activated:
● During Stellar Outburst, all team members share SP. The max SP is the sum of each team member's max SP, and the initial SP is 50% of the max SP. The max SP cost of non-leaders' Ultimates is 100% of their original max SP before activating Stellar Outburst.
● During Stellar Outburst, max SP increases by 200. As the leader, gains Shining Trace equal to 100% of SP consumed (not affected by SP consumption-reducing effects). When Shining Trace reaches 1,200, clears 1,200 Shining Trace and triggers the character's Facet of Infinitude. After the team triggers Facet of Infinitude at least 2 times, Weapon Skill EX Heart's First Bloom/Link Ultimate Love's Cosmic Embrace will be enhanced to deal an additional 500%/1,500% ATK of Ice DMG. Furthermore, when Hi♪ Love Elf♥'s any attack hits SD-type enemies, triggers Stardust Deconstruction once and drops 2 Crystallized Wishes (special Stardust Remnant), but this effect only triggers once during Stellar Outburst.

○ When a teammate with the Symbiosis trait uses their Ultimate, it resets Hi♪ Love Elf♥'s switch CD and triggers her QTE.
○ During Stellar Outburst, when Love's Expanse is in Lush Spring state, gains the following effects: Basic ATK gains 4 enhancement stacks. Landing Basic ATK SEQ 1/2/3/4 consumes 1 enhancement stack to deal an additional 200%/200%/1,000%/1,100% ATK of Ice DMG, deal 60% more Total DMG, and restore 2 Astral Ring Intensity (the additional Ice DMG, Total DMG increase, and Astral Ring Intensity restoration only trigger once per sequence).
○ During Stellar Outburst, each teammate with the Symbiosis trait gains 300 Shining Trace for using Ultimate for the first time.
○ During Stellar Outburst, after using Ultimate to send Love's Expanse into Warm Spring state, teammates with the Symbiosis trait regain SP 50% faster and gain Shining Trace 100% faster.
○ During Stellar Outburst, using Link Ultimate Love's Cosmic Embrace cancels Stellar Outburst.
● Not as the leader:
○ During Stellar Outburst, when entering via QTE for the first time, Love's Expanse will instantly reach Lush Spring state, allowing immediate use of Link Ultimate Love's Cosmic Embrace. Love's Cosmic Embrace deals an additional 500% ATK of Ice DMG, and reduces the cost for activating and maintaining the next Ultimate to 0; this effect is lost upon exit.
○ During Stellar Outburst, when hitting an enemy with Ultimate/Link Ultimate Love's Cosmic Embrace for the first time, restores 140/128 SP to self.
With Wheel of Destiny activated:
● During Stellar Outburst, characters protected by Wheel of Destiny can trigger Hi♪ Love Elf♥'s supportive Phantom, causing fielded characters to deal 1,200% ATK of Adaptive DMG (counts as Shadow Star Attack DMG) and then gain Rondo in the Shadows state for 11s.

① Miraculous, Like a Timeless Love

Gains Stellar Drain after Stellar Outburst state ends. In Astral Ring Charging state, Ultimate consumes Stellar Drain on hit and fires 1/3/5 arrows that restore 2/6/10 Astral Ring Intensity.
● Activating Grail of Infinitude restores 10 extra Astral Ring Intensity.

○ Fire and Physical DMG increases by 42%, Ice and Lightning DMG dealt by melee attacks increases by 42%, Total DMG enemies take from the character's ranged attacks increases by 15%. This effect lasts 30s and is refreshed by retriggering.
○ When the character counters an enemy, the countered enemy takes 9% more Total DMG from the character.

What is BBS and what do the meters mean?

BBS, an official Chinese equivalent to HoYoLAB for miHoYo games, has a Honkai Impact 3 wiki on which they present Captains with what is generally agreed on to be the best equipment builds available, aimed towards both the new and the veteran Captains. BBS separates gear recommendations by what we'll refer to as "tiers" and "criteria".

Tiers serve as means of separating all the different gear builds. Available tiers:

Recommended Equipment: Equipment build suited for what the battlesuit does the best. A lot of the times it's unique to just one specific battlesuit.
Auxiliary Equipment: Extra equipment build specifically for Supports, providing Captains with more alternatives.
Universal Equipment: Equipment build that is interchangeable with other characters performing the same role, without many drawbacks, or the most popular alternative to recommend equipment.
Transitional Equipment: Equipment build that can be used as a placeholder until a better gear is acquired. Easy to get since most if not all items are farmable. Good when starting out.

Criteria are visualized via meters that fill until they reach 100% - at which point the build fully meets the set criteria. Available criteria:

Offensive Ability: How much does the build help the battlesuit deal more dmg?
Functionality: How functional the build is when put together?
Compatibility: How well does the build fit the battlesuit's role/kit?
