Wings of Panacea's Basic ATK, QTE, and Combo ATK restore Feather Flock. When Feather Flock is at 100 or higher, 100 Feather Flock can be consumed to cast Weapon Skill.
When Wings of Panacea exits or activates Stellar Outburst, all Feather Flock will be cleared.

① Clarity of the Nurturing Rain

When Wings of Panacea or a QUA-Type character is the leader:
● QUA-type enemies stay Collapsed for 50% longer.
● When QUA-type enemies become Collapsed, they additionally lose max HP equal to 2% times the number of Quantum Shield layers removed in the current phase. For non-boss enemies, the multiplier increases to 16% per stack (this effect manifests as HP loss). Non-boss enemies can trigger this 1 time, and boss enemies can trigger this 2 times. When Wings of Panacea is the leader, this effect becomes 2.5x more effective.

● When the leader's Weapon Skill or Combo ATK hits a QUA-type enemy, it causes 1 Quantum Collapse on that enemy. This effect can be triggered once per enemy. Trigger count resets when the enemy enters the Superposed state.
● QUA-type enemies take 40% more Lightning DMG from Wings of Panacea (independent).
● QUA-type enemies take 40% more Total DMG from Wings of Panacea, and QUA-type team members deal 10% more Total DMG to QUA-type enemies.

When Feather Flock is at 100 or higher, tap [Weapon] to slash enemies with her scythe, chaining up to 3 sequences. Each cast consumes 100 Feather Flock.
● Scythe slashes SEQ 1: Unleashes Fluttering Shadows, triggering a 1s global Time Fracture and dealing 400% x 2 ATK of Lightning DMG.
● Scythe slashes SEQ 2: Casts Roostbound Feathers, dealing 300% x 3 + 10% x 9 + 70% x 3 ATK of Lightning DMG.

Like a Bird, Stirring the Wind

Like a nimble bird in flight, Wings of Panacea attacks enemies with a staff.

Tap [ATK] on the ground or in the air to perform a 4-sequence combo:
SEQ 1: Deals 480% ATK of Lightning DMG and restores 15 Feather Flock.
SEQ 2: Deals 420% x 2 ATK of Lightning DMG and restores 40 Feather Flock.
SEQ 3: Deals 160% x 7 ATK of Lightning DMG, continuously pulls in enemies, and restores 70 Feather Flock.
SEQ 4: Deals 300% + 780% ATK of Lightning DMG and restores 75 Feather Flock, during which she has Iron Body.

Basic ATK SEQ 3 can trigger Stardust Flash.

① QTE: Diligent Practice

QTE: Triggered when an enemy is Time-Slowed, or a teammate casts a Weapon Skill, Combo ATK, or Charged ATK. Wings of Panacea swings her Scythe to deal 800% ATK of Lightning DMG to enemies, triggering a 2s global Time Fracture. During this time, the character is in the Iron Body state. If she does not have Quantum Mech Energy at this time, she recovers 180 Feather Flock.

② Side by Side, Our Hearts True

When the character enters via QTE, reduces the switched-out character's switch CD by 4s. If she is without Quantum Mech Energy at this time, she gains Feathers' Embrace for 7s.
During Astral Ring Charging, once both teammates' Stellar Drain is consumed, immediately resets Wings of Panacea's switch CD and triggers her QTE.

Improves Ignore Interrupt during Basic ATKS.
When the active character's HP falls below 40%, Wings of Panacea immediately restores 2,000 HP to the character, and then restores 200 HP every 0.5s for 5s. Retriggering refreshes the duration. Trigger interval: 25s. Activating Stellar Outburst resets the CD. Calculated independently for each character.

Wings of Panacea channels the power of creation in her staff, bringing enemies to their end the moment new buds bloom.

Tap [ULT] to cast Ultimate, dealing a total of 1,200% ATK of Lightning DMG. During this time, the character gains Invincibility and Time-frozen Domain is in effect.

① Whisper of Newborn Sprouts

When Wings of Panacea is not the leader and World Star or Wheel of Destiny is activated, casting Ultimate, entering Stellar Surplus state, or entering Stellar Outburst state grants Limpid Heart to her teammates for 25s. Retriggering refreshes this effect. Limpid Heart provides the following effects:
● Team members who deal Lightning/Ice DMG and team members who deal Fire/Physical DMG and are protected by Wheel of Destiny gain Elemental Breaker state, which increases Elemental Breach by 7% (or increases Elemental Breach by 17% when they possess Blessed Renewal).
● Fire DMG dealers protected by World Star deal 30% more Total DMG and 10% more Fire DMG.
● Physical DMG dealers gain Physical Breaker state that increases Physical Breach by 20% (or increases Physical Breach by 48% when they possess Blessed Renewal).

When Wings of Panacea is on standby, she recovers 10 SP per second if her SP is under 120.
When the character casts Featherfall: Clouds, Featherfall: Flowers, or Weapon Skill for the first time, if her SP is below 150, it is restored to 150.

④ Tranquility of Blooming Radiance

As the leader, after casting Ultimate and exiting Stellar Outburst state, restores 6 points of Astral Ring Intensity. For each remaining Resonance trigger attempt belonging to Sea-Tracing Feather, restores 2 bonus points of Astral Ring Intensity. If the bonus restoration is triggered, Stellar Outburst's remaining CD decreases by 3s.

Combo ATK: Like a Mist, Taking Form

Hold [ATK] to cast Combo ATK.

Hold [ATK] to cast Featherfall and conjure a winged array to attack enemies, dealing 1,000% ATK of Lightning DMG and restoring 20 Feather Flock. Combo ATK can be chained into Basic ATK SEQ 2.
When the character does not possess Quantum Mech Energy, landing Basic ATK SEQ 4 grants Feathers' Embrace for 7s. Possessing Feathers' Embrace enhances the next Featherfall into Featherfall: Clouds, dealing an additional 380% ATK of Lightning DMG, restoring 120 Feather Flock, and inflicting 12 Paralyze Trauma. Retriggering refreshes this effect. This effect is removed when the character exits or activates Stellar Outburst.
During Stellar Outburst, when the character is the leader and does not possess Quantum Mech Energy, the first Featherfall: Clouds is enhanced into Featherfall: Flowers, which on hit deals 3,000% ATK of Lightning DMG and restores 120 Feather Flock.

① Heart of Renewed Healing

When Wings of Panacea is the leader, if she does not have Quantum Mech Energy, she gains the following effect: each time Featherswept Traces is cast, the next Featherswept Traces/Featherfall: Clouds deals an additional 1,000%/300% ATK of Lightning DMG respectively. This effect is removed when the character exits or activates Stellar Outburst.

After Featherfall: Clouds or Featherfall: Flowers hits an enemy, within 15s, Wings of Panacea's attacks inflict 2 Paralyze Trauma on enemies hit. Triggers at 0.5s intervals. Refreshes on retriggers. This effect is removed when Wings of Panacea exits.

Like an Evening Star, Guiding the Way Home

Unleashes Astral Ring's power and enhances the character.

The character is protected by World Star. Upon entering Stellar Outburst state, unleashes Stellar Assault to deal 400% ATK of Lightning DMG.

With World Star activated:
● Upon entering Stellar Outburst state, Wings of Panacea gains 6 Quantum Mech Energy; mash [ATK] or [Weapon] to attack continuously, during which the character is in Iron Body state. When entering via QTE while holding 6 Quantum Mech Energy, the first strike described below will be cast instead.
○ SEQ 1 is quick swings of the scythe (counts as casting Weapon Skill). Casting it triggers a 2s global Time Fracture, deals a total of 900% ATK of Lightning DMG, and consumes 1 point of Quantum Mech Energy to trigger Resonance Attack once.
○ SEQ 2 unleashes Fluttering Shadows to deal a total of 1,020% ATK of Lightning DMG, and consumes 1 point of Quantum Mech Energy to trigger Resonance Attack once.
○ SEQ 3 unleashes Roostbound Feathers to deal a total of 1,520% ATK of Lightning DMG, and consumes 2 points of Quantum Mech Energy to trigger Resonance Attack twice.
○ SEQ 4 unleashes Featherswept Traces to deal a total of 2,850% ATK of Lightning DMG, and consumes 2 points of Quantum Mech Energy to trigger Resonance Attack twice.
○ [ULT] is disabled when the character has Quantum Mech Energy. When Quantum Mech Energy is depleted, all Feather Flock are cleared.
○ Each Quantum Mech Energy consumed restores 25 SP to the character.
● As the leader:
○ During Stellar Outburst, leaves Sea-Tracing Feather behind as Domain Resonance Mark, which can be triggered by Resonance Attack to deal 40% ATK of Lightning DMG per trigger (counts as Weapon Skill DMG), up to 18 times with a 0.7s interval between triggers.
○ During Stellar Outburst, each time Sea-Tracing Feather consumes a Resonance trigger count, the Ultimate deals an additional 200% ATK of Lightning DMG. The character exits the Stellar Outburst state after casting Ultimate. Each time Quantum Mech Energy is depleted, the Ultimate CD is reduced by 12s.

With Wheel of Destiny activated:
● While protected by Wheel of Destiny and in the Stellar Outburst state, Wings of Panacea's Phantom support attack triggers, with the fielded character dealing 1,200% ATK of Adaptive DMG (counts as Shadow Star Attack DMG). After the cast, the fielded character gains the Rondo in the Shadows state for 11s.

① Dream of the Deep Sea

When Wings of Panacea is the leader:
● Sea-Tracing Feather will devour the Domain Resonance Mark produced by all teammates. Upon devouring, Sea-Tracing Feather will auto-trigger Resonance 3 times without consuming the trigger charges of the character's Domain Resonance Mark. Each trigger deals 300% ATK of Lightning DMG at a 0.5s interval. If the max trigger charges of the devoured Domain Resonance Mark exceed 7, each trigger deals 1,420% ATK of Lightning DMG instead. During Stellar Outburst, each teammate can make Sea-Tracing Feather trigger Resonance up to 3 times.
● When Wings of Panacea's Domain Resonance Mark is triggered by Resonance Attack to deal DMG, it deals an additional 100% ATK of Lightning DMG each time and increases the DMG multiplier of subsequent DMG dealt this way by 60%. Resets when Domain Resonance Mark is destroyed.

With Wheel of Destiny activated:
● Enemies on the field take 5% more Elemental DMG, and 10% more Ice and Fire DMG.
● When the leader character counters an enemy, the countered enemy takes 10% more Total DMG from the character.

③ Inverted Sky and Sea

With Law of Ascension activated:
● After entering Stellar Outburst, select a character with the Heavenly Shift trait to be switched in to cast Stellar Shift. Afterwards, all other characters with the Heavenly Shift trait will cast that character's Stellar Shift on their entry.
● Stellar Shift: Casts Featherfall: Flowers, dealing 2,200% ATK of Lightning DMG, triggering a 3s global Time Fracture, and restoring 300 Feather Flock.
● Casting Stellar Shift activates the Augmented Ascension state for 6s. This state expires when the character exits.
● When Featherfall: Clouds or Stellar Shift hits an enemy, clears the leader's switch CD and triggers the leader's QTE.
● On hit, QTE restores 15 Astral Ring Intensity and triggers the leader's Heavenly Link once (CD: 16s).
● During Augmented Ascension, landing Stellar Shift triggers the leader's Heavenly Link twice.
● The Heavenly Link triggered by Wings of Panacea deals 440% ATK of Physical DMG or 880% ATK of Adaptive Elemental DMG based on the leader's element.

④ The Girl Who Keeps Moving Forward

Gains Stellar Drain after Stellar Outburst state ends. In Astral Ring Charging state, Featherswept Traces consumes Stellar Drain on hit to restore 10 Astral Ring Intensity.
● Activating World Star restores an extra 10 points of Astral Ring Intensity and reduces Stellar Outburst's CD by 5s (exclusive).
● Activating Wheel of Destiny restores an extra 10 points of Astral Ring Intensity.
● Activating Law of Ascension restores an extra 10 points of Astral Ring Intensity.
● After Wings of Panacea consumes Stellar Drain, or after she first enters via QTE as the leader during Astral Ring Charging, the leader gains Feathers' Rinse, starting with a count of 16. While the leader is on the field as the controllable character, hitting an enemy with any attack reduces the count by 2 (trigger interval: 1s), and triggering an Ultimate Evasion reduces the count by 2 (trigger interval: 1s). When the count reaches 8/0, it immediately restores 5/10 points of Astral Ring Intensity. This restoration can trigger at most once per Astral Ring Charging state. This buff is removed when entering the Stellar Outburst state, or when the leader character exits the field after being switched in as the controllable character.
● When Wings of Panacea is in the team, her teammates cannot provide Tides of Vitality with a priority lower than Feathers' Rinse.

Activating World Star also activates Stellar Surplus:
● In Astral Ring Charging state, when Astral Ring Intensity hits the cap, Stellar Surplus state activates, but deactivates when Stellar Outburst activates. In Stellar Surplus state, converts every 1 point of Astral Ring Intensity gained to 1 point of Surplus Intensity, capped at 20 points, but resets it to 0 when Stellar Outburst activates.
● When Wings of Panacea is the leader and all 3 team members are protected by Astral Ring, gain the following effects:

What is BBS and what do the meters mean?

BBS, an official Chinese equivalent to HoYoLAB for miHoYo games, has a Honkai Impact 3 wiki on which they present Captains with what is generally agreed on to be the best equipment builds available, aimed towards both the new and the veteran Captains. BBS separates gear recommendations by what we'll refer to as "tiers" and "criteria".

Tiers serve as means of separating all the different gear builds. Available tiers:

Recommended Equipment: Equipment build suited for what the battlesuit does the best. A lot of the times it's unique to just one specific battlesuit.
Auxiliary Equipment: Extra equipment build specifically for Supports, providing Captains with more alternatives.
Universal Equipment: Equipment build that is interchangeable with other characters performing the same role, without many drawbacks, or the most popular alternative to recommend equipment.
Transitional Equipment: Equipment build that can be used as a placeholder until a better gear is acquired. Easy to get since most if not all items are farmable. Good when starting out.

Criteria are visualized via meters that fill until they reach 100% - at which point the build fully meets the set criteria. Available criteria:

Offensive Ability: How much does the build help the battlesuit deal more dmg?
Functionality: How functional the build is when put together?
Compatibility: How well does the build fit the battlesuit's role/kit?
