After using Stellar Restoration with the talent Thundering Penance unlocked, Keqing's Normal, Charged, and Plunging Attacks will be infused with Electro for 5 seconds.
Keqing's Charged Attack costs 25 Stamina, instead of 20 like most Sword characters.

Preview

Hurls a Lightning Stiletto that annihilates her opponents like the swift thunder.
When the Stiletto hits its target, it deals Electro DMG to opponents in a small AoE, and places a Stiletto Mark on the spot hit.

Hold
Hold to adjust the direction in which the Stiletto shall be thrown.
Stilettos thrown by the Hold attack mode can be suspended in mid-air, allowing Keqing to jump to them when using Stellar Restoration a second time.

Lightning Stiletto
If Keqing uses Stellar Restoration again or uses a Charged Attack while its duration lasts, it will clear the Stiletto Mark and produce different effects:

If she uses Stellar Restoration again, she will blink to the location of the Mark and unleash one slashing attack that deals AoE Electro DMG. When blinking to a Stiletto that was thrown from a Holding attack, Keqing can leap across obstructing terrain.
If Keqing uses a Charged Attack, she will ignite a series of thundering cuts at the Mark's location, dealing AoE Electro DMG.

The cooldown starts immediately after the first input.
When Slashing DMG or Thunderclap Slash DMG hits at least one enemy, it generates 2.5 Elemental Particles.
The Stiletto's duration is 5 seconds.

Passive Effects

Passive Talent 1, Thundering Penance: "After recasting Stellar Restoration while a Lightning Stiletto is present, Keqing's weapon gains an Electro Infusion for 5s."

Constellation Effects

Constellation Level 1, Thundering Might: "Recasting Stellar Restoration while a Lightning Stiletto is present causes Keqing to deal 50% of her ATK as AoE Electro DMG at the start point and terminus of her Blink."
- If this skill is recast at point-blank range, both AoE explosions can hit for a total of 100% of ATK DMG.
Constellation Level 5, Beckoning Stars: Increases this talent's level by 3, up to a maximum of 15.
Constellation Level 6, Tenacious Star: "When initiating a Normal Attack, a Charged Attack, Elemental Skill or Elemental Burst, Keqing gains a 6% Electro DMG Bonus for 8s. Effects triggered by Normal Attacks, Charged Attacks, Elemental Skills and Elemental Bursts are considered independent entities."

She then blends into the shadow of her blade, striking a series of thunderclap-blows to nearby opponents simultaneously that deal multiple instances of Electro DMG.
The final attack deals massive AoE Electro DMG.

This Elemental Burst drains energy later than most others.^[5]

Character Description

Keqing unleashes her Elemental Skill by throwing out a Lightning Stiletto. Using her Elemental Skill again causes her to swiftly travel to the position of the Stiletto and deal Electro DMG. Holding her Elemental Skill allows her to adjust the direction of the Stiletto throw.
Keqing's Elemental Burst is the otherworldly apex of her sword style, seemingly turning her into many streaks of arcing lightning that can bring even the celestial stars down to earth.
This skill deals multiple instances of Electro DMG to enemies within its AoE, and the final strike deals immense AoE Electro DMG.
