Pulcinella

Pulcinella, also known as "The Rooster" and by his personal name Mirko Radovidovich Veleshek, is the Fifth of the Eleven Fatui Harbingers, Mayor of Snezhnograd as well as Glupov, and Speaker of the Snezhnograd Veche. He is a long-lived Domovoy who has served Snezhnaya as a politician for centuries and holds great influence over the domestic affairs of the nation. He is currently one of the major organizers for Project Stuzha.
Profile
Pulcinella, "The Rooster," is the Fifth of the Eleven Fatui Harbingers.[5][6] He is the Mayor of Snezhnograd and the Speaker of the Snezhnograd Veche.[7][6] Pulcinella inducted Tartaglia into the Fatui,[8] who worked his way up into the Harbingers, unlike several other Harbingers who were hand-picked for the position by Pierro. According to Arlecchino, he is an "exceptional" mayor, being able make great gains at small prices.[9] Nahida also acknowledged his political aptitude, remarking that his response to Dottore's actions was well calculated at absolving the Fatui as a whole of any culpability for the Doctor's schemes.[10]
Columbina reveals that while Pulcinella and Pantalone seemingly work well on paper, the two secretly detest each other.[11]
Owing to his heritage as a Snowland Fae,[12] who innately possess the ability to manipulate the elements,[13] Pulcinella can wield elemental Hydro power.[14]
Appearance
Pulcinella is a white-haired elderly man with white mustache and rounded glasses along with pointy nose and ears. He wears a dark blue longcoat with flared and feathered sleeves over at least a pair of baggy blue trousers and long flared shoes. His coat has a wide feathered collar with some form of hat or headdress with a pair of feathers. Though a Domovoy and thus naturally short, Pulcinella is actually considered tall for his people, about a head taller than other Domovoy.

Story
Mirko Radovidovich Veleshek is a long-lived Domovoy who has lived for centuries. Shortly after the cataclysm 500 years ago, he entered the human world to secure a place for himself in the world the Tsaritsa was planning to make. He joined the Fatui and was immediately appointed into a Harbinger, being granted the codenames "Pulcinella" and "The Rooster," but was nonetheless made into the protégé of I. Ivanovna N., the Mayor of Snezhnograd at the time, from whom he learned the art of politics. The arrangement of a fae being made into a human's understudy was publicly perceived as humiliating, and speculations abounded regarding the Tsaritsa's motives and Pulcinella's willingness to tolerate it, which ultimately came down to his long-term political ambitions. Following Ivanovna's death, Pulcinella succeeded her position as Mayor of Snezhnograd.[12]
Several centuries ago, Pulcinella noticed a 25-year-old Segment of Dottore having a meal in a cafeteria, only to unknowingly have a later run in with the 35-year-old Segment shortly afterwards, leading him to question his presence there.[15]
When Tartaglia (then known as Ajax) was 14 years old, he was drawn into the Abyss and re-emerged greatly changed by the events that transpired there, gaining unmatched combat prowess and an uncanny habit of having chaos follow in his wake. Following several incidents in Tartaglia's hometown village of Morepesok, his worried father brought him to the Fatui in hopes that they could hone his temperament, only to watch as his son easily beat up well-trained soldiers. Tartaglia's unique attributes piqued Pulcinella's curiosity, and he conscripted the boy into the Fatui under the guise of serving the Tsaritsa as punishment.[8]
Shortly before the start of the Traveler's journey, Pulcinella was in attendance during a meeting with the other Harbingers in which Pierro outlined the Tsaritsa's plan to collect all the Gnoses.[16]
Present Day
An indeterminate amount of time ago, Signora made an agreement with the Liyue Qixing and dispatched the Ninth Company, which includes some of Pulcinella's men, on an expedition to The Chasm to explore its depths. Due to the amount of distance between The Chasm and the surface, their supply line with the Fatui stationed in Liyue Harbor was the Ninth Company's only way of getting both supplies and information about the surface.[17][18]
However, following Tartaglia's actions in Liyue and the revival of Osial, relations between the Liyue Qixing and the Fatui soured greatly. The Qixing pulled their support from the expedition and forbade the Millelith from even making contact with the Fatui. With the supply line cut off, the Ninth Company was stranded without even the knowledge of what had occurred. By the time the Traveler finds them, the Ninth Company's original sixty-four members had been reduced to half its number, was divided into multiple groups, and no longer had a chain of command. Anton, a direct subordinate of Pulcinella's, bemoans that "dispens[ing] with less valuable assets" to achieve a greater goal is the Harbinger's modus operandi.[17]
Pulcinella was present during a Harbinger meeting where Pierro revealed the secret of the false sky.[15]
In A Winter Night's Lazzo, Pulcinella attends Signora's funeral and orders all work to be halted for half a day to mourn her passing. The brevity of this mourning period draws criticism from Pantalone and Arlecchino.[19]
Following Signora's death, Viktor fell under Pulcinella's command. Pulcinella immediately reassigned Viktor to Sumeru City to assist Vsevolod in coordinating the logistics regarding the newly opening Northland Bank branch.[20]
Pulcinella and Pantalone were present during an audience with the Tsaritsa in Zapolyarny Palace where Dottore presented his successful retrieval of the Electro and Dendro Gnoses from Nahida during his mission in Sumeru.[15]
After Arlecchino returned with the Hydro Gnosis, Pulcinella would work with Pantalone in something called "Project Stuzha" with him, using the House of the Hearth as the "key" player. Both Arlecchino and Lyney suspect that the project and the sudden thrust of their organization into the spotlight meant that he was trying to rein in their influence.[21]
When the Fatui learned of Dottore's seemingly apparent betrayal, Arlecchino asked Tartaglia to inform Pulcinella of the situation, telling them that the Fatui were handling the situation in Nod-Krai.[22] Sometime afterwards, when some of "Dottore's" subordinates attacked Sumeru for revenge, Pulcinella sent a letter to Nahida, explaining that the Fatui did not approve of their actions. He promised that the rogue subordinates would be dealt with and supplies were being sent to help reconstruction efforts. While Paimon was skeptical of their involvement, Nahida pointed out that the letter was effective enough to absolve them of responsibility.[10]

- Pulcinella's constellation represents a shaman's hand, a representation of the palm of the hand with an open spiral starting from the center of the palm and running towards the fingers, which is believed to be a powerful symbol of health and protection.

Etymology
- Like the titles of all Fatui Harbingers, Pulcinella is a stock character in commedia dell'arte, an early form of professional theatre originating from Italy. The name Pulcinella is derived from, or a combination of, either pollastrello (meaning "rooster") or pulcino (meaning "chick").[24]
- The stock character is typically depicted as a top-heavy, chicken shaped man who wears a mask with an exaggerated nose.
- Pulcinella as a Commedia stock character was known for being melodramatic, and often having unexplainable fits of rage in which he would take out his anger and frustration on others.
- The italian expression "Segreto di Pulcinella" (Pulcinella’s Secret) refers to an open secret — an information officially treated as confidential but, in reality, already common knowledge. In many plays, Pulcinella would reveal a "secret" to the audience while naively believing he was the only one who knew it.
- Mirko (Мирко) is a South Slavic name derived from "mir" (peace) and the diminutive suffix "-ko", thus meaning "the peaceful one".
- Radovidovich (Радовидович) means "son of Radovid", which is a Slavic boy's name meaning "delight to see" or "joyful vision".
- Veleshek (Велешек) is an anglicized spelling of the Czech surname Velíšek, meaning "descendant or son of Veliš," which is a traditional given name derived from roots like Velislav or Velemír, which contain the Slavic element velik meaning "great" or "big".
