Project Stuzha

Project Stuzha, meaning "Project Bitter Cold",[1] is a project conducted by the Fatui. It is known to involve Arlecchino, Tartaglia, Pulcinella, Pantalone,[2] and Pierro.[3]
It consists of a variety of energy reforms and policies passed by the Snezhnograd Veche to limit public energy expenditure. This allows the salvaged energy to be redirected to the Armory Palace. However, the project expended an amount far above what was initially assumed, and has been in place for longer than originally intended leaving much of Snezhnaya in an undesirable state.[1]
Following the events of Fontaine's Archon Quests, Pantalone and Pulcinella decided to place Arlecchino and the House of the Hearth at the forefront of the project. However, she and her members suspect this is a ploy to keep their growing influence in check. They are prepared for this, intending to catch Pulcinella and Pantalone off guard after removing their "weakest" members to avoid being exploited.[4] According to Mikhail, the project is being led directly by Pierro and Pulcinella.
According to Columbina, the term "Mistilteinn" appears to be connected to Project Stuzha.[5] Pierro later reveals that Project Stuzha was a means to progress on Project Mistilteinn, a weapon that would allow the Tsaritsa to fight the Heavenly Principles utilizing the Stellar Linchpins. The project is ultimately suspended due to Ronova's curse of death preventing the Fatui from making any technological breakthroughs.[6]
