Mission DescriptionAtop Cloudpeak is the zenith of power that all of Astropolis looks up to. The destinies of countless worlds across the universe have once been laid out on the negotiation tables of the IPC heads of department. Today, Planarcadia is among this number.
The scales have been balanced, and you are left with nothing but a final, desperate gamble.

- Sequence 1With less than one system hour remaining before the vote, you found an opportunity to speak with Arita directly. Arita was dissatisfied with both proposals currently on the table, but your actions throughout Astropolis had convinced him that you were capable of offering a third option. Setting aside the power struggle entirely, you cut straight to the point: restart the Phantasmoon Games, and use the authority of the Elation to suppress the husk directly, though this would require Planarcadia to remain intact. When the minute was up, Arita asked the chairman to make a decision.
- Kenneth: We have arrived.
There's no one here.
Who are you talking to?- Kenneth: Father, I have brought them.
- Arita: Let them approach. You are dismissed.
- Arita: Children need not be present for what comes next.
- Nihilux: Oh, is it going to be R-rated? Too bad we're on a tight schedule.
- Nihilux: There's less than a system hour left before you cast that crucial vote. Clock is a-ticking, Mr. Arita.
- Arita: You really should invest in a better watch, Ms. Mellanine. We have time to spare.
- Arita: We all know Louis Fleming only needs sixty seconds to make a decision.
- Nihilux: You're not Louis Fleming, though. Everyone also knows...
- Nihilux: ...That even the chairman can't change a decision made by Ol' Arita.
- Arita: Indeed. The younger generation seems to think the Ahatopia case requires no further discussion.
- Arita: I, however, have my reservations. I find both of the current proposals lacking.
Both lacking?- Arita: Oswaldo is capable and ambitious, but he remains a child. His ideas are naive.
- Arita: "Diamond"... His mind is far more mature than his appearance suggests. But being overly calculating can sometimes be a detriment.
- Arita: My duty is to select a successor for the IPC. Their credentials are simply too shallow to claim my vote.
- Arita: And so, (Trailblazer), I am in need of a third option.
- (Trailblazer): A third option?
- Arita: I have been observing you ever since you set foot in Astropolis. Hustling and making your voice heard... You're just like Louis Fleming during the founding years.
- Arita: Now, I will give you sixty seconds. Tell me your story. If it proves compelling enough, you might just win my support.
- Arita: This way, I won't be forced into a binary choice, and you get exactly what you want. A win-win, as they say.
Are you kidding me? Still playing power games?
- (Trailblazer): With everything going on, you're still playing power games?

- (Trailblazer): I don't care about the IPC's twisted logic. I need your vote...
- (Trailblazer): Listen closely.
- (Trailblazer): I'm not here to tell stories. Stories are just word games, and they won't stop the imminent threat of the Voracity breathing down our necks.

- Himeko: The first signs of the war among the Aeons are beginning to show. I believe this is why the IPC has been positioning itself here for years.
- Himeko: When I saw the Phantasmoon at its fullest, I became even more certain. This ceremony to commune with the Aeon, whether genuine or not, could be the turning point that determines the destiny of the cosmos.
- Himeko: But what's important is that you make your own decisions. Such as... whether you'll take part in these grand games, and if so, how.
- (Trailblazer): Return to whence you came...
- (Trailblazer): As a Supplicant, I shall restart the Phantasmoon Games!
- (Trailblazer): I'll gather our Wishpower, seek an audience with Aha, and use the Elation's authority to suppress the husk, just as it was done countless Amber Eras ago. If people could do it then, we can do it now.
- (Trailblazer): But for any of this to work, Planarcadia has to survive.
- Arita: And what makes you think the ever-fickle Aha will simply grant your wish?
- (Trailblazer): Right back at you.
- (Trailblazer): What makes you so certain Aha won't take my side?
- Arita: Hmph. Fair enough.
- Arita: I don't make a habit of dealing with Aeons, so I suppose I have no say in the matter. Then again... I'm not the one making the decision here.
- Arita: Louis Fleming is.
- Arita: Sixty seconds are up. Chairman, the decision is yours.
- Sequence 2Louis Fleming addressed Nihilux as an old friend and asked for her thoughts. Nihilux agreed with Akivili's ideas. At Fleming's prompting, Arita cast a vote in support of the encanvas plan.
- Louis Fleming: How many Amber Eras has it been?
- Louis Fleming: My old friend, have you returned?

Who are you talking to? Wait, don't tell me...- Louis Fleming: Regardless of the identity you wear now...
- Louis Fleming: ...As long as the party concerned approves of this young one's proposition, the IPC will lend its full support.
- Louis Fleming: So, tell me. What are your thoughts?
- ???: Do you really need to ask?
- Nihilux: When have I ever opposed any of "Akivili's" ideas?
- Nihilux: The answer is "approved"! The writing is on the wall. It's quite obvious whose side I'm taking.
- Louis Fleming: In that case, as always, I wish you both the best of luck.
- Louis Fleming: Arita.
- Arita: Yes, Sir.
- Arita: By the sacred authority bestowed upon us by the Amber Lord, the Traditional Project Department has reached a decision.
- Arita: We cast our vote for the Astral Express. Encanvas Planarcadia, and restart the Phantasmoon Games.

- Sequence 4The tremors in Planarcadia subsided and the tentacles retreated. Pearl declared the replication of the World in Canvas Ceremony a success. Communications were restored, and Sunday called on everyone in Planarcadia to make their preparations: the final Phantasmoon Games were about to begin.
- Soldier: Ms. Himeko! It's time to retreat!
- Himeko: ...No. Perhaps we don't need to head to the tavern after all.
- Himeko: The series of tremors... have now subsided.
- Dan Heng: The tentacles surging from the fissures have vanished, too.
- Himeko: It's (Trailblazer). They actually did it.
- Pearl: I am delighted to deliver the good news: the re-enactment of the World in Canvas ritual was a success. Planarcadia has survived its most critical hour.
- Soldiers: Really!? So the crisis is averted?

- Arita: Times change. The IPC may no longer be the support team of old, but we won't abide the slander of a pawn of Destruction.
- Arita: Your accusations at Lodestar Tower certainly piqued some interest. And from none other than the subject of those rumors herself...
- Arita: The "Leviathan of Astropolis" you spoke of... she is here.
- Kenneth: What do you intend to do with the die, Ms. Yabuli?
