It is unlocked by completing the Event World Quest Honorary Knight's Notes on Mixology in Homeward, He Who Caught the Wind and accessed from the
icon at the drinks stand.
Tutorial

In A Chat Over Fine Drinks, the Traveler will serve as a mixologist, mixing drinks according to the guests' requests.

You may need to make some adjustments to the drinks to meet your guests' needs better. After chatting with the guests, you can gather clues from the conversation and then derive inspiration for mixing their drinks...
Gameplay Notes
- Exiting a challenge midway will reset all progress for that challenge. The following are each considered a challenge and are therefore saved upon completion:
