Lumidouce Harbor

Lumidouce Harbor is a subarea located in Erinnyes Forest, Fontaine.

It is a coastal elevator and observation deck built on the side of a waterfall, similar to Romaritime Harbor. It serves as a vital trading port for Fontaine.[1] The port handles a vast quantity of international trade, including tea and spices from Qiaoying Village and Sumeru, respectively.[2][3]

Until recently, Lumidouce Harbor was overseen by Mr. Doutey, who was planning to expand its size and facilities to accommodate an ever-increasing volume of trade.[1] There were also designs to construct a fourth aquabus line to connect the harbor to the Court of Fontaine, but the project was suspended following the death of Callas, its main financial backer.[4] This was likely also the unnamed event that caused many employees of the harbor to quit, including most of the navigators[5] and Mr. Doutey himself, who "seems to have found a way to be assigned elsewhere."[6] Cassigneul was assigned to take his place as administrator.[1]

In the roughly three years since, Lumidouce Harbor has been in crisis, mostly due to a lack of financial investment. The proportion of foreign vessels in the harbor has increased,[2] suggesting a possible trade imbalance. Cargo turnover is also growing, but not the infrastructure to accommodate it — both the harbor expansion project and the revival of the Lumidouce Line have seen no progress, despite the Maison Cardinalice's assurances of "an imminent start to work."[7][8] This has left many engineers at the harbor idle and discontent, with some seeking work elsewhere, like Hautemontagne at Yilong Wharf.[9] Some employees are also dissatisfied with the lack of nearby recreation and retail options, which would making staying there for work more appealing.[10]

Additionally, the harbor has been neglecting their routine hydrological surveys, causing their maps to become outdated. This has made it difficult for their navigators to guide ships safely through the complex underwater geography in the area. Since so many have quit, the navigators are also overworked[5] and underpaid, and working at Lumidouce Harbor has become "practically a black hole for career progression."[11] As things are, Cassigneul is barely able to cover her current employees' salaries, but she has resolved to pay them personally if necessary. She still has hopes for the future of the harbor, though her efforts seem to be limited by bureaucratic red tape.[9]

Since it is a major port, Lumidouce Harbor has also been a key transfer point for illicit trade, such as the smuggling of Imitation Sinthe.[12] A number of underground factions hold influence in the area, including the Don Pesci and De Niro families[13] and, formerly, the Club di Pantaloni Novita crime organization. At some point, the latter's senior executives were all arrested, causing the Spina di Rosula to become concerned about the balance of power at the harbor.[8] Chaussivert, a self-proclaimed "Harbor-Watcher" with a strict moral code, is said to run the largest underground trading operation, though his position may be in question after the recent loss of his entire crew (save for Lemarcq).[6]

Overall, working at Lumidouce Harbor is currently very safe and uneventful[3] (perhaps due to the lack of jobs). According to Chaussivert, there has been a reduction in unscrupulous practices like bribery, fraud, and backstabbing.[14]

"The Rusty Rudder" tavern is close enough to the harbor for employees to hang out there after work.[10]
