It could be found near the entrance of the Palais Mermonia during the event Whirling Waltz. The messages randomly cycle through every time "Continue Reading" is selected.

Lost and Found Notice: "2. A Kamera and a bouquet of Rainbow Roses were found on the Navia Line aquabus. Regrettably, the Roses show signs of wilting, so the owner is advised to collect their property without further delay."
