During combat, Shining Promise - Billy attacks with powerful motorcycle charges and Starlight Knight flying kicks. A well-timed Defensive Assist can knock him off his bike. After using High-Traction Wheels, he enters an enhanced state and requires two consecutive Defensive Assists to be dismounted.
