The 3rd Herrscher is the entity that resided in Raiden Mei since the Third Honkai Eruption, granting the other the ability to wield the Herrscher of Thunder's powers.

Personality

In contrast to Mei's kind and caring nature, the 3rd Herrscher is haughty and arrogant. She can be cold and cruel. She looks down on normal humans and, like other Herrschers, has an instinctive hatred towards them. In addition, despite her having Mei's memories, she firmly rejects them, claiming they are not her own, and has shown a personal disdain towards Mei herself, viewing her as weak.

In contrast to how standoffish she initially seems, the 3rd Herrscher’s inability to interact with others on a personal level has given her a lonely side. Because of this, she grew interested in Kiana — who was the only one who could approach her — declaring only she has the right to kill her. In reality, the 3rd Herrscher had plenty of opportunities to kill Kiana but chose not to. She seems to actually enjoy Kiana’s company but is too proud to admit it. Over time, she seems to have become more accepting of Mei.

Story

Chapter I

Main article: Chapter I

3rd Herrscher temporarily takes control of Mei's body as she fights a losing battle against an Emperor-class Honkai Beast alongside Kiana. The Herrscher turns the tables around and her presence vanishes after the beast is dealt with.

Chapter II

Main article: Chapter II

The 3rd Herrscher is called "a real threat" by Herrscher of the Void who's pretending to be Himeko within Kiana's dreamscape. However, these words are likely just a part of the Herrscher's imitation tactics to weaken Kiana's mind, as the real Himeko is painfully aware of Mei's status, and not words of acknowledgement towards the 3rd Herrscher.
