Herrscher of Binding is the 11th Herrscher of the Previous Era.[1]
Appearance
Herrscher of Binding was a slim feminine figure with short white hair. In the Second Eruption manga, she's instead seen with a pair of twintails and her hair's length is greatly exceeding her height.

Story
The 11th Herrscher of the Previous Era was the perfect counter to the technology of mankind. She had the unique ability to create an Anti-Honkai field. This field renders all Honkai energy useless and drastically weakens other energy-based phenomena. It deactivates all Honkai-powered weapons and kills MANTIS soldiers, as well as unmodified MOTH units, within minutes as their physiological processes collapse. The Herrscher herself was immune to the field.[1]
During the battle against her, Hua used Fenghuang Down's 1st Power[3] to distract the Herrscher while Kevin used the opportunity to kill the Herrscher with both his ice powers and the Judgement of Shamash.[4] The collateral damage that created the Sea of Crimson Ice killed many of their comrades and badly injured others.[5][2] Only 13 of the MANTISes were left after the battle, not all of which participated in it.[6] They would all nonetheless come to be known as the Flame-Chasers afterwards.[7]
Despite the Herrscher being weaker in raw strength than her predecessors,[1] 70% of humanity was lost,[8] with the rest hiding in the last three cities on the planet. Thus, the battle against the 11th Herrscher was called the Tragedy of Binding.[7]
