Moon Envoy

The Moon Envoys, also known as Lunar Envoys, were individuals who served the Three Moons during the era of the unified civilization.[1]
Overview
Moon Envoy was a title, meaning that any individual, whether an angel or not, could become one.[2]
They resided in the Lunar Palace and carried out a variety of divine duties.[3][4][5] Some labored across the Three Moons to guide humanity and weave the threads of fate for all living beings, while others descended into the mortal realm to bless nations with abundant harvests and overflowing granaries.[6][7]
They possessed the ability to change their forms, allowing them to assume animal appearances, and traveled using a lunar chariot.[2][8]

History
After the Three Moons accepted the divine plan of the Heavenly Principles, they dispatched subordinates to share the sisters' duties, assigning Moon Envoys to assist each goddess in their work.[1] The souls of noble individuals followed the trail of the Moon Envoys and went to the cities upon the moons, where they would sleep eternally.[3]
At some point, Istaroth, the Ruler of Time, bestowed a Moon Wheel upon Zibai, the guiding angel of Lang-Gan, thereby making her a Moon Envoy of the Lunar Palace.[9] She was assigned to Sonnet, the goddess of the Iridescent Moon, who entrusted much of her work to Zibai.[1]
Thoth was also a Moon Envoy and a colleague of Zibai.[6][10][2] As such, it's possible that he was also assigned to Sonnet.
Nabu Malikata, another angel, was also a Moon Envoy, who resided on the Lunar Palace.[11][12][Note 1] According to legend, she would often dance with the three sisters of the moon.[13]
During the War of Funerary Flame, following the destruction of the Eternal Moon and the Iridescent Moon, the banishment of the Frost Moon beyond the false sky, and the deaths of their respective goddesses,[14] the Moon Envoys were no longer needed, and the souls of the dead were instead deposited into the ley lines.
Zibai defied the will of the Heavenly Principles in an attempt to save Lang-Gan from the Celestial Nail.[15] As punishment, she was killed, but just before Istaroth intervened and suspended the shattered fragments of her soul in stasis.[16][17] During the Lantern Rite celebration following the return of the Frost Moon into the skies of Teyvat, the Traveler and Zhongli managed to reunite the three pieces of her split soul, reviving her back to her original form once more.[4][8][17]
Following the defeat of the angels rebelling against the Heavenly Principles, Nabu Malikata escaped the punishment imposed upon her kind by hiding beneath the Great Red Sand.[18] She wandered through the desert for seventy-two days, and from her wounds emerged springs that gave rise to gardens and the Jinni.[19] Sometime during the Archon War, she met King Deshret, and together they built Ay-Khanoum, the "City of the Moon Maiden" and the paradise for "migrants from the moon".[11][12] She ultimately sacrificed herself so that Deshret could gain access to Forbidden Knowledge.[20]
Thoth's whereabouts after the war are unknown, but by the time of the Archon War, he had arrived in Sumeru,[6] where he was among the gods defeated by King Deshret before later becoming one of his Seven Pillars.[10]
Trivia
- It's said that the Mistress of Chenyu Vale leaned upon the "long-destroyed lunar chariot" before she was sealed away.[21] Since Zibai, a Moon Envoy, used a lunar chariot to travel between the Lunar Palace and Lang-Gan,[2][8] the Mistress of Chenyu Vale's association with the "long-destroyed lunar chariot" may suggest that she was also a Moon Envoy.

Instead, 月女 literally means "Moon Maiden," making a more literal translation "Moon Maiden's Splendor." Since the artifact's description is centered on Nabu Malikata, the title's "Moon Maiden" corresponds to her rather than the city of Ay-Khanoum. Considering that Nabu Malikata is referred to as the "Moon Maiden," and that her city was known as the "City of the Moon Maiden" and served as a paradise for "migrants from the moon," likely referring to her, it's consistent that she was a Moon Envoy who resided in the Lunar Palace, similar to Zibai.

It therefore remains unclear whether the boatmen and the Moon Envoys were the same role or separate ones.
